The Marin County Department of Finance is responsible for the powers and duties of the offices of the auditor, controller, tax collector, treasurer, and public administrator. We serve as a collaborative partner and fiscal advisor to the County government in their consideration of fiscal decisions and planning. ABOUT THE POSITION

There is one (1) Contingent Auditor I/II vacancy in the Department of Finance. Candidates will be considered for the level(s) for which they meet minimum qualifications. Work schedule will be Monday through Friday - 9:00 -- 4:00.

The Auditor I/II conducts professional accounting and auditing work of a varied nature, which may include County-wide accounting services, operations of county agencies, contractors and special districts, and state-mandated audits. In addition, they participate in policy development aligned with proper internal controls. The Auditor I/II consistently employs sound judgment, always complies with professional standards, and carries out routine audit functions and detailed work based upon the framework of generally accepted accounting principles and auditing standards.

The Department of Finance has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

ABOUT YOU

Our Highly Qualified Candidate is organized, dependable, flexible, accurate and able to work independently. They have excellent oral and written communication skills with internal and external stakeholders. We are looking for someone who possesses journey-level audit experience in a government or private sector environment. They will have a thorough knowledge and understanding of governmental accounting and auditing standards and practices, and applicable State, Federal and local government laws and regulations influencing County operations and fiscal management.

Knowledge of:
  • Considerable knowledge and application of generally accepted accounting principles, theory, terminology, and methods of application to a wide variety of accounting transactions and problems, including governmental fund accounting.
  • Automated accounting systems.
  • Theory and practices of generally accepted auditing standards (GAAS) for commercial and governmental agencies, including governmental auditing standards (GAS) and generally accepted governmental auditing standards (GAGAS).
  • Technical and statistical report writing and formatting.
  • Effective techniques in both written and oral communication.
  • Cost accounting principles and terminology.
  • Principles and methods of implementing and maintaining internal controls.
  • Methods of preparing, evaluating and interpreting financial statements and transactions, including note disclosures.
  • Organization, function and procedures related to a California County Auditor's Office.
  • Applicable laws, ordinances, regulations and court decisions governing financial operations of a County and its departments.
  • Computer applications related to the work, including spreadsheet, word processing, and general ledger software.
  • Business mathematics.
  • Standard office practices and procedures.

  • Communicate effectively both orally and in writing technical, financial and statistical accounting information to clients and the general public.
  • Identify and document the existence or absence of adequate internal controls.
  • Analyze and evaluate simple to complex financial and statistical data and prepare recommendations.
  • Translate financial accounting information into a cohesive and comprehensive profile for an organization.
  • Define the feasible objectives of the audit clearly and precisely and develop approaches and methodologies that fulfill those objectives.
  • Accurately develop preliminary estimates of the resources necessary to complete an audit or audit segment, including staff hours, technical assistance and equipment.
  • Perform mathematical computations including ratios, proportions, algebraic and other calculations applicable to auditing functions.
  • Plan, schedule, assign and direct the work of subordinates through clear and concise instructions.
  • Operate office computer software, County accounting systems and a 10 key calculator.
  • Establish and maintain effective working relationships with representatives of other departments and agencies, co-workers and the public.
  • Assemble, analyze, interpret and summarize financial and accounting information.
  • Interpret, apply and explain laws, regulations and policies related to the County auditing function.
  • Document and organize audit results in work papers that are complete and easy to follow, as well as maintain accurate records and files.
  • Organize own work, meeting schedules and deadlines and working without direct supervision.

MINIMUM QUALIFICATIONS:
Auditor I
Education and experience equivalent to graduation from an accredited four-year college or university with at least 18 semester or equivalent quarter units in accounting or possession of a Certificate as a Certified Public Accountant recognized by the California State Board of Accountancy.
Auditor II
In addition to the above, the equivalent of one year of full-time professional auditing experience in a public or private sector agency.
