TITLE: Crew Chief, Wastewater - WRP 4

Reports to : Wastewater Plant Manager
Supervises the following positions : Wastewater Operators I, II, III and Operators in Training

DEFINITION: Under direction, plans, schedules, assigns, evaluates, and serves as a first line working supervisor over an assigned crew responsible for performing wastewater plant operations duties within Operations; works closely with supervisory and/or management staff in planning, organizing and establishing work priorities; performs the more complex work assigned to the crew; and performs related work as required.

Essential Functions

EXAMPLES OF TYPICAL JOB FUNCTONS:
Plans, organizes, assigns, supervises, and reviews the work of an assigned crew providing support to the Operators and other technical staff in Wastewater; ensures work performed meets quality standards and completed in a timely manner.Assumes responsibility for ensuring staff are properly trained in work procedures; observes employee work performance/skill sets and recommends appropriate training; monitors the effectiveness of training in meeting skill goals.Works with supervisory and management staff on the planning and implementation of preventive, corrective and predictive maintenance program; monitors maintenance operations to identify issues and schedule corrective maintenance.Assumes responsibility for evaluating employee performance; develops, prepares and delivers performance evaluations for assigned staff; confers with supervisor and manager on performance issues; within established authority, counsels employees, addresses and monitors performance issues and confers with supervisor on matters outside level of authority.Participates in and provides input into other personnel matters including grievances, disciplinary actions, and employee selection or promotions. Monitors activities of the work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate supervisory staff; implements improvements.Monitors and controls the operation of wastewater process control including preliminary treatment, secondary process control, tertiary processes, chemical feeding equipment, and bio-solids; monitors SCADA systems and alarms. Minimum Qualifications

MINIMUM QUALIFICATIONS :
Licenses and Certifications :
Possession of a valid California Driver License issued by the State Department of Motor Vehicles, to be maintained throughout employment.
AND
Possession of a Grade III Wastewater Treatment Plant Operator certificate as issued by the State Water Resources Control Board, to be maintained throughout employment.

Education and Experience:
  • Equivalent to a High School Diploma and Possession of a Foundational Leadership Certificate; or a minimum of 12 credit hours/units of Supervision/Managerial/Leadership courses from a CVWD approved program.
  • Three (3) years of increasingly responsible experience in a wastewater treatment plant operation; and/or one (1) year in a lead or supervisory role.

Knowledge of :
Principles and practices of employee supervision, including work planning, assignment, review and evaluation, discipline, and the training of staff in work procedures.Principles and practices of leadership. Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.Job costing principles.Methods and techniques of conducting site inspections.Principles and practices of preventive and corrective maintenance.Principles, practices, methods, and operations of modern wastewater plants, electronic computerized and manual systems, pump repairs and installations.District and area geography, meteorological conditions, hydrography, and agricultural characteristics.Principles of water hydraulics.Applicable federal, state, and local laws, rules, regulations, and procedures relevant to assigned areas of responsibility.
Abilities :
Plan, assign, direct, oversee and supervise the work of an assigned crew.Oversee and supervise staff, provide training and development opportunities, ensure work is performed effectively, and evaluate performance in an objective and positive mannerInterpret, apply, explain, and ensure compliance with Federal, State, and local policies, procedures, laws, and regulations.Read, understand, and prepare plan specifications and sketches. Recommend process and operational improvements and efficiencies in assigned areas.Complete job and work orders in a timely manner.Diagnose repairs needed on several types of equipment.Execute preventative maintenance program for the District.Identify and document equipment malfunctions on the delivery system to determine repairs needed.
PHYSICAL DEMANDS:
Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp and make repetitive hand movement in the performance of daily duties; to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various District sites; and vision to inspect and operate equipment. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to operate and repair tools and equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 50 pounds or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff.
