DUTIES

ANNUAL SALARY

$69,864 to $102,144

NOTE :

Annual salary is at the start of the pay range. The current salary range is subject to change. Please confirm the starting salary with the hiring department before accepting a job offer.

A Human Resources Assistant performs increasingly responsible professional staff work by assisting in assembling, analyzing, and interpreting data and by preparing correspondence and reports with recommendations to management on diverse personnel administration and labor relations activities, issues, and problems; receives on the job training and experience in preparation for career advancement; and does related work.

REQUIREMENT(S)/MINIMUM QUALIFICATION(S)

Graduation from an accredited four-year college or university, and eighteen months of full-time paid professional experience performing duties in human resources administration.

PROCESS NOTES

1. Applicants who lack six months or less of the required experience may file for this examination. However, they cannot be appointed until the full experience requirement is met.

3. Applicants must submit proof of a bachelor’s degree from an accredited four-year college or university by attaching transcripts or qualifying degree to their on-line application at the time of filing in the Attachments section. Applicants must attach transcripts or qualifying degree BEFORE finalizing and submitting the application. Applicants who fail to attach transcripts or qualifying degree at the time of filing WILL NOT be considered further in the examination and their applications WILL NOT be processed.

4. The following may be substituted for a maximum of six months of the required experience. Applicants must attach a copy of the following document(s) to their on-line application at the time of filing:

a. Certification as a Human Resources Generalist with the Society for Human Resources Management; or

b. An International Personnel Management Association certified Specialist; or

c. An International Personnel Management Association certified Professional; or

d. Possession of a Master’s Degree in Public Administration from an accredited college or university with at least 9 semester or 12 quarter units in Human Resources Management, Labor Relations, and/or Human Behavior (All applicants must list their school name, location, type of degree earned, major, and completion dates in the Education section of the on-line application. Applicants who fail to provide this information on their application will not be considered further in this examination).

5. Possession of a Master Certification in Labor Relations from NPELRA or CALPERA, or designation as a Certified Employee Benefits Specialist from the International Foundation of Employee Benefits Plans is especially desired for some positions in this class.

6. For qualifying work experience gained outside of the City of Los Angeles, the term “professional experience” applies to positions that require possession of a degree from an accredited four-year college or university in order to obtain that position. Therefore, to be considered “professional,” non-City qualifying experience must be gained in positions after obtaining a four-year degree.

7. Some positions may require a valid California driver’s license. Candidates may not be eligible for appointment to these positions if their record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation (such as DUI).

The examination will consist entirely of a weighted multiple-choice test administered on-line. In the on-line multiple-choice test, the following competencies may be evaluated: Reading Comprehension; Judgment and Decision Making; Analytical Ability ; Attention to Detail; Computer Proficiency; Interpersonal Skills; Written Communication; Job Knowledge, including the knowledge of: basic concepts of position classification, selection, recruitment, and other employee selection administration activities; laws, regulations, and policies related to equal employment opportunity; basic labor relations, workers’ compensation, and occupational safety laws, policies and procedures; policies, laws and regulations related to employee benefit programs; and other necessary knowledge, skills and abilities.

The multiple-choice test will be proctored and administered on-line during a single session. Candidates invited to participate in the on-line multiple-choice test will be able to take the test as instructed from a remote location (i.e., their home) using a computer with a webcam and a reliable internet connection. Candidates will receive an e-mail from the City of Los Angeles outlining the dates and specific steps on how to take the multiple-choice test on-line. It is anticipated that the remote proctored multiple-choice test will be administered between TUESDAY, AUGUST 27, 2024 and TUESDAY, SEPTEMBER 3, 2024. Candidates who do not complete and submit the remote proctored multiple-choice test on-line using a computer by the specified date and time will not be considered further in this examination.
