The ideal candidate will lead, oversee and participate in the more complex and difficult work of staff responsible for performing a variety of difficult and complex professional civil engineering functions with a focus on traffic and engineering. These include the design, maintenance, modification, construction, and operation of the City's traffic control systems, creating master plans for Intelligent Transportation Systems (ITS), maintain informed of new trends and developments in the discipline of traffic engineering. They will review plans, studies, designs and specifications and recommend changes for compliance.

This is a new position in the Public Works - Traffic & Transportation Division in which hiring will begin immediately following the close of this recruitment. This recruitment will also establish a list for future vacancies, which will be filled as they occur.

Examples of Essential Functions

  • Lead, plan, train, and review the work of staff responsible for performing a variety of difficult and complex professional civil engineering functions involved in the design, construction, and investigation of capital improvement and new development projects; participate in performing the most complex work of the unit including overseeing the most complex engineering projects.
  • Train assigned employees in their areas of work including engineering methods, procedures, and techniques.
  • Verify the work of assigned employees for accuracy, proper work methods, techniques and compliance with applicable standards and specifications; ensure adherence to safe work practices and procedures.
  • Participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures for assigned staff.
  • Negotiate and administer various engineering and development contracts; implement change orders; facilitate the implementation of infrastructure improvements for new development.
  • Perform various project management functions on the most complex engineering projects; select and oversee project team members; prepare and monitor budgets; prepare designs and specifications; review and track the progress and work of consultants and contractors; monitor the project schedule; administer permits; ensure compliance with specifications; prepare budget, progress and status reports; recommend modifications as necessary.
  • Assess feasibility and soundness of proposed engineering tests, products, and equipment.
  • Coordinate the work of various outside professionals to achieve desired project outcomes; negotiate with consultants in the planning, design, construction, and inspection of projects.
  • Design and prepare contract specifications for the most complex construction of various public works and capital improvement projects; research design requirements, perform complex engineering calculations, analyze material and design data; prepare estimates of time and material costs.
  • Conduct technical reviews of plans and reports for complex projects affecting City streets, sewers, drains, and related public works facilities for adequacy and conformance with applicable municipal codes and regulations; record maps with county recorder.
  • Coordinate the review and processing of plans with other staff and agencies to ensure timeliness and completeness; assign tasks to subordinate staff members.
  • Provide professional technical advice to City staff regarding potential strategies or preferred ways to plan capital construction projects.
  • Perform field reviews of new construction to identify potential unaddressed problems; negotiate changes to plans, plats, maps, or field construction as necessary.
  • Review memos and maps prior to submission to City Council.
  • Create master plans for capital improvement and new development projects including planning, research, funding, and assembling professional teams.
  • Prepare the most difficult and complex engineering reports, studies, and technical documentation; utilize specialized engineering applications, databases, programs, and graphics.
  • Relevant to assigned area conduct various presentations for the City Council, Planning Commission and other committees.
  • Represent the City at various meetings and committees regarding the implementation of assigned projects; evaluate and prioritize projects to support City and Council goals and objectives.
  • Respond to questions and inquiries from the general public, property owners, developers, architects, surveyors, contractors and City staff regarding engineering and development projects; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
  • Attend and participate in a professional group meetings; maintain awareness of new trends and developments in the field of engineering; research, review, update and revise existing ordinances, policies and design standards; incorporate new developments as appropriate into programs.
  • Perform related duties as required.


Minimum Qualifications

The following minimum qualifications are required to be met at the time of application.

Education:
  • A Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field.
Work Experience:
  • Five years of increasingly responsible professional engineering experience including two years at a level comparable to an Associate Civil Engineer with the City of Reno.
License and Registration:
  • Possession of an appropriate, valid driver's license.
  • Possession of registration as a professional engineer in Civil Engineering in the state of Nevada and/or the ability to obtain reciprocity of an out of state registration as a professional engineer in Civil Engineering in the State of Nevada within six months of hire.

Examination Process:
Applicants must meet the minimum qualifications and pass the examination for this position to be eligible for hire. The examination will consist of a Training and Experience evaluation (T&E) weighted at 100%.

Employee/Veteran Preference in the Event of Tie Scores:
On promotional examinations (Rule VIII, Section 9), in the event of tie scores resulting from final rating, including seniority points, a classified employee will be awarded veteran's preference and provided a rank preference if one (1) of the eligibles has submitted proof of honorable discharge from the military service. This preference will only be administered in the event of tie scores. Documentation must be submitted at the time of application.

Classified employees of the City of Reno shall receive seniority credit computed by adding to a passing score as follows:

The final ranking will include the applicable seniority points added to the overall grade of the examination process. For each full year of continuous service completed, 0.2 points will be added up to a maximum of ten (10) years... 2 points will be the maximum.

Rule VIII - Promotion, Section 9. Seniority Credit.

Appointment and Certification:
Appointments to positions in the City's Civil Service system are made on the basis of examination. Scores resulting from a competitive examination are used in determining a person's rank on an eligible register. The department may hire any of the persons referred. The names of those persons not hired may be considered when the next vacancy occurs, for as long as that register is viable.
