THE POSITION

Under general direction, the Staff Services Technician will perform a wide variety of functions within the Community Development division including, but not limited to, monitoring program and grant implementation and performance, assisting with the review and processing of payment requests, assisting with data processing and record keeping, working directly with vendors, including non-profit funding recipients to address questions and obtain necessary documents, and to provide general assistance as required.

Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Technical Services Bargaining Unit for labor relations purposes.

Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months. Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

Typical Tasks

  • Perform routine analytical and technical administrative work, including coordinating data processing and collection to ensure the necessary input and output required for complete record keeping and reporting functions;
  • Provide a wide variety of information to customers regarding department programs in person, by email, or by phone;
  • Assist in the preparation, formatting, and editing of technical documents and reports;
  • Assist internal and external customers in providing the required documents for payment processing and reimbursement;
  • Create and prepare statistical reports related to operation functions of the department;
  • Review, accept, and process submitted documents in accordance with established policies and procedures;
  • Maintain project and program calendars and assist, as needed, to ensure all work is completed as scheduled;
  • Maintain and research public records in accordance with federal and state law and County policy;
  • Research regulations, policies and programs and maintain program files;
  • Assist in coordination of training events and funding workshops for the division;
  • Assist in the development, implementation, and maintenance of process procedures;
  • Attend and participate in community meetings and public hearings;
  • Develop and/or maintain a complex filing system;
  • Support the complex administrative needs of the department;
  • Maintain proficiency in the use of software and hardware utilized;
  • Coordinate, monitor, and order materials required to be on hand; and
  • Other duties as assigned.


Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

KNOWLEDGE
  • Modern office practices/record-keeping;
  • Statistical record keeping and reporting concepts, methods and techniques;
  • Data processing relating to budget control or payroll;
  • Principles and techniques of employee supervision; and
  • Spelling, grammar, and elements of proper writing procedures.

SKILLS/ABILITIES
  • Supervise staff conducting technical assistance;
  • Work independently, under general supervision;
  • Interpret and prepare statistical reports;
  • Communicate effectively;
  • Speak and write in a clear, concise manner;
  • Effectively manage time and prioritize work tasks around strict timelines and deadlines;
  • Develop and maintain record-keeping systems and electronic databases; and
  • Prepare recommendations for Departmental and County review.

EDUCATION/EXPERIENCE
PATTERN I
  • Completion of thirty (30) college semester units in Public or Business Administration or related area.

PATTERN II
  • Two (2) years performing highly complex clerical duties with lead-worker, programmatically or accounting responsibilities.

DESIRABLE QUALIFICATIONS
In addition to the minimum qualifications, applicant screening will focus on the following desirable qualifications. Please list any of these qualifications you may have within the "Duties" section of the online application.

  • Six (6) months experience with the processing and handling of reimbursements for State or Federal programs, including the collection and review of client intake and eligibility documentation and data; OR
  • Six (6) months knowledge of Community Development Block Grant (CDBG), Emergency Solutions Grants (ESG), HOME Investment Partnerships Program (HOME), National Environmental Policy Act (NEPA) and U.S. Department of Housing and Urban Development (HUD) programs.

EXAMINATION PROCESS
