Position Description

This position is part of a new unit that will be working on continuous improvement and advancement of practices including data gathering and analysis, training, policy and oversight in the police department.

The Minneapolis Police Department is accepting applications for Data Scientist II.

In this role, you will ac t as the principle data scientist for the City and act as an authoritative resource in providing review and recommendations for analytical studies throughout the enterprise.

Work Location
This position currently works on-site only.

Anticipated Salary
Anticipated starting salary range: $94,189 - 128,133 /annually, depending on qualifications.

Eligible List
The eligible list created from this exam will be used to fill Data Scientist II positions as they become available in other departments within the City.

Job Duties and Responsibilities

  • Act as an architect setting the strategy for our evolving cloud infrastructure, data engineering pipeline, and analysis stack
  • Writing SQL for data exploration, question-answer, and for more in-depth analysis via Tableau, data sources, statistical software, and visualization tools
  • Work closely with departments to help them develop departmental strategies by providing an analytic perspective and by identifying opportunities for improvement
  • Provide feedback and guidance to less experienced data scientists and data analysts
  • Anticipate and solves strategic and high-risk business problems with broad impact on the business area
  • Develop a strong understanding of departmental business lines, their processes, and underlying assumptions so they can be effectively questioned, tested, and proven/disproven.
  • Abstract information and provide an enterprise perspective.
  • Stay current with data and analytic tools and methodologies to keep City analytics vital.


Required Qualifications

Minimum Education
Bachelor's Degree in Statistics, Biostatistics, Mathematics, or Computer Science with significant comparable coursework in statistics or applied statistics or equivalent.

Minimum Experience
10 years of experience in analyses, design, coding, and model validation in support of business requirements. It requires experience in taking responsibility of all aspects of an analytics study from data collection and cleaning through statistical analysis and visualization, and in identifying, documenting, and recommending new analytic tools and capabilities

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check
The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Applicants must sign an informed consent allowing the City to obtain their criminal history information in connection with the position sought. Applicants who do not sign the informed consent form will not be considered for the position.

Drug and Alcohol Testing
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire 2 (two) months after it has been established.

Interview Selection

Knowledge, Skills and Abilities

  • Considerable knowledge of and experience and aptitude in analyses, design, coding, and model validation in support of business requirements. Ability to effectively communicate with a variety of stakeholders
  • Acility to utilize statistical knowledge, programming techniques, and project management skills in data management and analysis
  • Aggregate and present large sets of data to drive effective decision making
  • Strong technical skills regarding data analysis, statistics, and programming
  • Working knowledge of Python, and/or equivalent and related tools.
  • Proficiency in the use of statistical software such as R to conduct analyses; ability to use advanced macros and procedures to ensure that analyses are standardized, replicable, and efficient.
  • Proficiency with MS products such as Excel and the development of relational databases with MS Access.
  • Proficiency with 3GL and/or 4GL programming languages for data validation, data manipulation, analysis, and reporting (e.g., SQL, VBA, JavaScript, Python).
  • Proficiency in advanced desktop publishing, mapping, and/or BI visualization software for presentation of data (e.g., ESRI ArcGIS, Adobe InDesign, Tableau).
  • Ability to write concise statements of need, significance and innovative design of the proposed project, and fully developed project work plans and evaluation plans.
  • Strong oral and written communications skills adaptable to variety of lay and scientific audiences.
