Job De scription:

The Employment First Career Specialist performs technical and professional work providing a range of services including assessment, resource and referral information, job readiness assistance , career counseling and case management to applicants and participants of the units’ programs. Work involves data entry and maintenance of records in accordance with Federal, State and local policies and procedures. Duties and the percentage of time vary according to the specific needs of the team, project activities and/or allocation of the workload.

The Employment First program is designed to assist recipients of the Supplemental Nutrition Assistance Program (SNAP) in gaining the skills, training, and experience needed to secure and maintain employment. The program offers a range of services, including job search assistance , educational opportunities, and supportive services, with the goal of helping participants achieve economic security.

Schedule:

W ith successful completion of in-office training , this position is hybrid with remote and in-office work as determined by the team and agency . This position can operate on a 4 or 5 day work week, 40 hrs /week.

Salary:

Target Hiring Range: $24.00- $ 26.00 USD Hourly

Compensation will be determined based on education, experience and skills.

Essential Duties :

  • Provide career and job readiness and barrier resolution services that meet client’s needs and support the program goals and standards . Activities may include but are not limited to interviewing, assessment, career planning, job search assistance , eligibility screening and development of training and employment opportunities. Monitor clients’ progress and outcomes. Provide life skills coaching and act as a mentor to clients. Authorize supportive services, prepare fiscal paperwork, collect and monitor timesheets, ensuring compliance with fiscal limits and applicable state and county procedures .
  • Meet with applicants and clients, handle inquiries and/or direct them to the appropriate person to meet their needs. Provide program information to clients and schedule appointments. Assist clients in navigating a variety of programs and their requirements . Make referrals to outside agencies for additional services as needed. Respond to, investigate, and resolve concerns and/or complaints received from the public, staff, or partners and explain applicable policies and procedures. Refer non-routine and elevated inquiries to higher-level staff. Participate in designated special projects, committees, staff development and team building, and other efforts to promote a positive, effective and customer service focused organization . Develop and/or maintain partnerships with designated community organizations to streamline services and improve service.


  • Perform case administration activities, including preparing and reviewing forms, status updates, financial payments, case plans and case closures to ensure compliance with program regulations . Document clients' assessment, activities, contact and progress. Utilize current technical data entry equipment, databases and tools and/or file maintenance systems. Demonstrate a high level of knowledge and proficiency in various State and County databases and file maintenance programs to enter, store and/or retrieve information, in accordance with program and data security mandates.
  • Establish, maintain and process paper, financial and electronic records according to established quality control standards and regulations. Assist in locating and preparing records for internal and external audits and assist with responses as appropriate . Develop and manage to standards for operational performance. May review draft local procedures and processes and provide input to ensure compliance and improve division efficiency. Participate in related staff training, implementation and/or monitoring efforts .
  • Other duties and responsibilities as assigned.

Minimal Qualifications:

  • Bachelor’s degree
  • 1 year of work-related experience
  • Or an equivalent combination of education and/or experience


Work related experience includes one or more of the following: Case management experience, Experience in human resources, Experience coaching professionals, Career center experience, Experience working with vulnerable populations, or other similar roles.

  • OR an equivalent combination of education and experience


Preferred Qualifications:

  • Bachelor’s degree in behavioral science or related field
  • Experience in business services, human services, case management, career planning, or human resources
  • Bilingual preferred but not required
