Professional Engineer/Architect

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:

Effective June 28, 2024 - 4.25% increase

Effective June 27, 2025 - 4.00% increase

This recruitment will establish an open eligible list. This list can be used to fill current and future Professional Engineer/Architectpositions within OC Public Works. This recruitment may also be used to fill positions in similar and/or lower-level classifications throughout the County of Orange.

OC Public Works
OC Public Works provides services on a regional basis to unincorporated areas, to cities, and to other County agencies and departments. The primary mission is to protect and enrich Orange County communities through sustainable delivery of projects and services. OC Facilities Design and Construction
The OC Facilities Design & Construction Service Area provides Project Management for commercial facilities assets associated with vertical capital and maintenance projects for various County of Orange agencies and departments using multiple delivery methods to meet the client's needs. The Service Area is responsible for projects from inception to completion, utilizing the Initiating, Planning, Executing, Controlling/Monitoring, and Closing processes. Members within this Service Area apply analytical and technical knowledge of contemporary architectural/engineering design principles and building construction practices to deliver projects and programs. The Service Area oversees diverse project teams composed of internal clients, building departments, contractors, facilities maintenance trades staff, and contracted staff from a broad range of disciplines, including architecture, engineering, and consulting, as well as government officials and private sector organizations.

OC Facilities Design and Construction - Airport Unit
OC Facilities Design & Construction consists of four Business Units, one of which is the Airport Unit. The Airport Unit plans, develops, programs and delivers capital, and maintenance projects for John Wayne Airport in accordance with the County of Orange contracting and procurement policy manuals, State of California contracting regulations, and Federal Regulations. The Project Management and Engineering groups of this Unit lead the planning and programming effort at John Wayne Airport; oversee the design and construction of airport improvement projects; perform administrative duties/functions related to public project management and contract administration; among others. Positions within this Unit are required to obtain and maintain Airport security clearance.

THE OPPORTUNITY

OC Public Works currently has vacancies for Professional Engineer/Architect positions. The immediate vacancies are in the Airport Unit of OC Facilities Design & Construction that provides engineering and project management services to John Wayne Airport (JWA). JWA is a medium-hub, commercial service airport owned and operated by the County of Orange. JWA is one of the top 50 busiest airports in the country in terms of both passenger enplanements and total operations.

The Professional Engineer/Architect is responsible for acting as a lead project manager and technical resource for airport capital projects, technical studies, facility assessments, CIP programming, long-range facility development planning, and design & construction guidance manuals/standards. In addition, this positions supports JWA in Federal Aviation Administration (FAA) required programs.

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES

The ideal applicant is a highly experienced Professional Engineer/Architect who has designed and/or managed a wide spectrum of non-capital, capital, and maintenance improvement projects of varying degree of complexity or specialty.

In addition, the ideal candidate will possess five (5) or more years of experience in the engineering field (mechanical, electrical, or civil engineering) as a licensed Professional Engineer as it relates to the design and construction of horizontal (airfield, roadways, and bridges) and/or vertical (building structures) projects, including experience in government contracting, procurement, and administration of contracts, e.g. the selection and procurement of architectural, engineering, and other specialty consulting professionals; preparation and development of project bidding and construction documents; etc.

Engineering experience as a Mechanical, Electrical, and/or Civil Engineer for an airport or in an airport setting is highly desirable, but not required. In addition, designation as a Certified Construction Manager (CCM) through the Construction Management Association of America and/or Project Management Professional (PMP) through the Project Management Institute (PMI) is desirable, but not required.

Furthermore, the ideal candidate will possess and demonstrate the core competencies outlined below:

TECHNICAL EXPERTISE
  • Experience in professional public works, engineering, construction, architecture, or project management
  • Experience in contract administration and/or administration of Public Works Projects
  • Ability to demonstrate the ability to provide technical explanations and recommendations in terms readily understood by executives
  • Ability to demonstrate sound management and leadership skills to guide a team of professional construction managers, architects/engineers, project managers, construction and building inspectors, etc.
  • Work independently to provide planning, programming, administrative, and/or technical review for design and construction of non-capital, capital, and maintenance improvement projects
  • Knowledge of California Public Contracting Code, California Building Codes, Cal-OSHA building construction regulations, Federal (i.e. FAA advisory circulars, TSA requirements, etc.), State and local codes and regulations and other pertinent safety rules and regulations.
  • Ability to apply Project Management industry standards and practices in the areas of project planning, coordinating, budget management, scheduling and monitoring.
  • Knowledge and literacy in the use of project management application software
  • Ability to read, understand, and interpret design and constructions plans, specifications, cost estimates, and schedules
  • Working knowledge and application of engineering design and construction principles and practices in mechanical, electrical, or civil engineering as it relates to varying types of projects ranging from airfield infrastructure to building systems
  • Working knowledge of construction industry standards, materials, practices, and methods as it relates to mechanical, electrical, or civil (airport related) engineering fields (ideally in an airport/airfield environment)
  • Ability to assist with the preparation and/or development of accurate and complete engineering computations, estimates, reports, studies, and construction documents
  • Knowledge and experience with the latest technical engineering design software and computer-aided design and drafting software (CADD), among others, such as, FAARFIELD, Microstation, AutoCAD, Revit, MicroPAVER, and ArcGIS
  • Proficiency in using MS Word, MS Excel, MS Project, Primavera P6, MS Outlook, Bluebeam Revu (Adobe Acrobat Professional) and other common office software with the willingness and ability to learn and become proficient in using other software applications and tools

  • Ability to manage projects through planning, scheduling and monitoring critical milestones to ensure projects are completed on time and within budget and policy

LICENSE REQUIRED
The successful candidate must possess and maintain a valid California Driver's License, Class C or higher, by date of appointment.

Possession of a valid license as a Professional Engineer from the Board for Professional Engineers, Land Surveyors, and Geologists (Board) issued in the State of California or equivalent recognized state-regulated authority. A selected candidate who is licensed by a recognized state-regulated authority other than the State of California must obtain licensure (Civil / Electrical / Mechanical) issued by the State of California within six months of their start date.
