CalOptima Health is seeking a highly motivated an experienced Chief Information Officer (CIO) to join our team. The Chief Information Officer (CIO) is responsible for establishing a technology vision and roadmap that aligns with CalOptima Health's business strategy and the delivery of capabilities required to achieve business success, and for executing that roadmap. Under the leadership of the Chief Operating Officer (COO), the incumbent will participate in and contribute to overall CalOptima Health operations and strategy development, bringing a current knowledge and future vision to leverage information and technology in business model design, business processes, operational improvements and support for the CalOptima Health mission. The incumbent will launch new programs, implement new systems, integrate new vendor solutions and provide direction to cross-functional teams. The incumbent will work across all departments on major initiatives and lead through influence and communication. The incumbent will also be responsible for clearly communicating the organization's technology strategy, status and progress to executives, the board of directors and the advisory committees.

Duties & Responsibilities:
  • 50% - Leadership Functions
    • Cultivates and promotes a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
    • Directs and assists the team in carrying out department responsibilities and collaborates with the leadership team and staff to support short- and long-term goals/priorities for the department.
    • Sets the vision and strategy of the Information Technology Services (ITS) organization to foster business- and mission-oriented culture and mindset.
    • Develops partnerships with CalOptima Health leaders to co-develop the ITS strategy and roadmap.
    • Provides leadership, coaching and direction to the ITS leadership team and staff.
    • Serves as a trusted advisor; builds and maintains relationships with other executives to understand business needs; ensures cost-effective delivery of ITS services to meet those needs and responds with agility to changing business priorities.
    • Provides strategic direction in the ITS organization's innovation efforts and role in experimenting with new solutions to take advantage of those opportunities in support of CalOptima Health's priorities.

  • 45% - Organizational Functions
    • Oversees all aspects of ITS including data, systems and applications, architecture, and infrastructure and operations support.
    • Uses influence and negotiation to create collaboration to enable cost-effective and innovative shared solutions in achievement of business goals.
    • Stays current on new technologies; provides direction to the leadership team and the ITS team on emerging technologies.
    • Partners with HR and the ITS leadership team to continually look for leading-edge and innovative solutions to the recruitment, development and retention of the ITS workforce.
    • Directs the management of the administrative contracts for information services vendors.
    • Directs the development of ITS vendor sourcing and provides executive oversight for vendor partnership and management.
    • Designs the ITS organization and staff accordingly. Develops and maintains a workforce with the appropriate mix of business knowledge and technical skills required to achieve business objectives; ensures the core ITS functions are reliable, stable and efficient.
    • Directs the development and provides oversight and control of the annual operating and capital budgets for ITS to ensure consistency with strategic objectives and priorities of the plan.
    • Provides overall direction for all ITS activities for the organization.

  • 5% - Completes other projects and duties as assigned.

Minimum Qualifications:
  • Bachelor's degree in information systems, computer science, business administration or related field required.
  • 8 years of experience leading an ITS team in a medium to large, complex Information Technology Services environment.
  • 3 years of experience as the head of ITS in a health plan organization as a Chief, Executive Director, Vice President or in an equivalent role required.
  • 8 years of supervisory experience required.
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above may also be qualifying.

Preferred Qualifications:
  • Master's degree in information systems, computer science, business administration or related field.
  • 5 years of experience as the head of ITS in a health plan organization as a Chief, Executive Director, Vice President or in an equivalent role.
  • 10 years of supervisory experience.
  • ITS leadership experience in a Medicaid managed care plan or a Medicare Advantage plan.

  • Develop rapport and establish and maintain effective working relationships with CalOptima Health's leadership and staff and external contacts at all levels and with diverse backgrounds.

  • Motivate and lead multi-program teams and external committees/coalitions.
  • Utilize computer and appropriate software (e.g., Microsoft Office: Word, Outlook, Excel, PowerPoint) and job specific applications/systems to produce correspondence, charts, spreadsheets, and/or other information applicable to the position assignment.

  • Work is typically indoors and sedentary and is subject to schedule changes and/or variable work hours, with travel as needed.
  • Employee will occasionally work outdoors in varied temperatures.
