The Lead Facility Specialist (FS) is a professional level position that works in a newly approved Missouri industry regulating the activities of cannabis licensees. The cannabis industry will be in the building and implementation phase of growth for many years to come. The successful candidate will be a part of a dynamic, fast-paced environment and will assist the Division with developing and improving the regulatory program to ensure Missourians have safe access to cannabis. The Lead FS is responsible for ensuring cannabis licensees are in compliance with constitutional law and rules specifically related to product, packaging, and labeling design through the item approval process.

  • Work with management to develop, communicate, and implement guidance documents and procedures from the Division to ensure licensees are in compliance with Article XIV and 19 CSR 100-1, specific to product, packaging, and labeling design. Licensees include several different facility types that all make up the legal cannabis industry in Missouri. These include large scale, multi-million dollar facilities that grow cannabis, manufacture product, and dispense product to eligible individuals.
  • Assist in creating and developing this new team including systems, processes, policies, procedures, rule application, and industry guidance.
  • Assist PCT Supervisor with the overseeing the team and the item approval process. This includes coordinating training and work, reviewing work product, and monitoring performance and deadlines.
  • Responsible for tracking, reviewing and recommending approval or denial of requests through the item approval process to ensure cannabis product design, packaging, and labeling is accurate and in compliance with Article XIV, 19 CSR 100-1 and applicable laws to ensure public health and safety. In-depth review includes, but are not limited to, the product itself (ingredients), the packaging (food grade and child-resistant), and label that will feature testing information.
  • Review the statewide track and trace system data for compliance.
  • Collaborate with other units and bureaus within the section on issues related to cannabis product packaging, labeling, and product design, such as inspection of cannabis product, packaging, and labeling at licensed facilities.
  • Exercise considerable initiative and judgment in planning and carrying out assignments; receives general administrative.
  • Complete related or similar duties and special projects as required or assigned.


  • A Bachelor’s degree from an accredited college or university. (Substitutions may be allowed).
  • 0-1 years of relevant experience.
  • A high level of initiative and problem solving skills in areas of responsibility.
  • Ability to work in a fast paced environment with many competing priorities.
  • Ability to take general guidance and direction and complete projects and tasks with minimal oversight.
  • Ability to develop effective solutions and strategies.
