Job Description

ABOUT THE POSITION

Effective the start of the pay period that includes April 1, 2025, employees will receive a four percent (4.0%) across the board pay range increase.

Under general supervision, performs professional level office and field engineering work in the planning, design, construction and maintenance of streets, traffic signals and traffic control devices, other public works structures and projects, receive and respond to citizen requests, within the Capital Improvement Program, Construction, and Traffic operations.

The Assistant Civil Engineer I is the entry-level class in the Civil Engineer job series. An incumbent performs assignments in the design, review, and/or implementation of engineering plans, drawings, and designs requiring knowledge and ability to execute civil engineering principles and standards, construction cost analysis, and engineering field measurement and data collection practices. As experience is gained, assignments become more diversified and require the application of a growing body of technical engineering related knowledge.

The Engineering Division provides development engineering services, oversees the City's Capital Improvement Program by designing and managing the construction of various capital projects, provides public works construction management and inspection services, traffic engineering services, and manages the City's Lighting and Landscaping Assessment District, as well as various maintenance contracts such as street light and traffic signal maintenance and responds to requests for service from the community.

An Eligible List of qualified applicants will be established from this recruitment. Eligible List may be utilized to fill other full and part -time vacancies as needed. Generally, a valid Eligible List is in effect for up to one year.

EXAMPLES OF ESSENTIAL FUNCTIONS

The following tasks are intended to describe the general nature and level of work performed:

Perform professional civil engineering designs of engineering projects, including lighting and traffic signal systems; prepare plans, diagrams, and sketches with desktop computer using spreadsheet applications and computer aided drafting (CAD) programs; prepare and check construction plans and conduct field investigations to collect the necessary data and information for the planning ad design for street improvements, minor building projects and assessment district projects; prepare specifications, estimate construction quantities, conduct engineering studies and prepare reports and recommendations; assist in the coordination, administration ad inspection of construction projects, including providing technical guidance as needed to solve engineering problems and to ensure compliance with project plans and specifications, city standards, codes, and other applicable regulations; solicit, review, evaluate, and track proposals, contracts, and agreements for compliance with City requirements and timely completion of projects; receive and answer public inquiries at the public counter, in the office, in the field and on the telephone; issue encroachment permits; respond to service requests from businesses and residents regarding various matters (i.e. neighborhood traffic, infrastructure, etc.), prepare work orders, instruct and train crew members; record survey data; perform engineering measurements in preliminary and construction surveys; perform field inspection of work completed through permit; write Public Works Committee and City Council agenda reports, requests for proposals, and requests for qualifications as related to assigned projects; operate surveying equipment; utilize Geographic Information System (GIS) for mapping, analyzing and retrieving data and, perform other related duties as assigned.

QUALIFICATIONS

Any combination of education, training, and work experience to demonstrate possession of the knowledge, skills, and abilities to successfully perform in the position is qualifying. A desired combination is as follows:

Education: A Bachelor's degree in Civil Engineering from an accredited college or university is required. Possession of an Engineer In Training (EIT) Certificate from the State of California may be accepted in lieu or as additional years of related work experience.

Experience: One (1) full time year of directly related technical engineering support experience required. Exposure to municipal public works engineering projects or assignments either through employment or a non-paid internship is highly desired.

Knowledge of: Principles and practices of engineering as applied to construction design and surveying; computer aided drafting and design using AUTOCAD release 12 or higher; familiarity with Microsoft Windows operating system, including spreadsheet programs; methods of record keeping; mathematics through trigonometry as practiced at the professional level; principles and practices of traffic engineering; modern developments, current literature and sources of information regarding engineering.

Ability to: Evaluate and solve routine civil engineering problems; prepare a variety of reports and documents; communicate effectively both orally and in writing; perform technical applications involving the use of engineering software; plan, coordinate, and manage projects, including budget monitoring; supervise lower level staff and volunteers as assigned; accept direction and training and demonstrate learning ability for enhanced on the job knowledge of City's Public Works programs and civil engineering needs; and, maintain effective and cooperative working relationships with those encountered in the performance of duties.

ADDITIONAL INFORMATION

License Requirement: Due to the performance of field duties which may require operation of a motor vehicle, a valid California Class C Driver's License and an acceptable driving record at the time of appointment and throughout employment with the City of Downey is required.

California Department of Motor Vehicle (DMV) Pull Notice System: An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on a periodic basis to the City of Downey on the employee's driving record and Driver's License status. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.

Physical Tasks and Environmental Conditions: Work is primarily performed in an office environment that requires extended sitting and standing, field work involves mobility with potential exposure to dangerous machinery and physical harm, ability to lift and carry up to 25 pounds in weight, and perform other similar actions during the course of the workday.

Selection/Testing Process: All application materials received will be reviewed and evaluated on the basis of information submitted to determine the level and scope of an applicant's qualifications for the position. A copy of the EIT certification (if applicable) is required at the time on-line application. All information submitted is subject to verification.

The appraisal examination may consist of performance testing and/or an oral interview to assess the applicant's knowledge, education, experience, and general ability to perform the essential functions of the position.
