EMERGENCY PREPAREDNESS & SECURITY PROGRAM COORDINATOR

(Senior Emergency Management Coordinator)

In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:

Effective June 28, 2024 - 4.25% increase

Effective June 27, 2025 - 4.00% increase

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment will establish an open eligible list. This list can be used to fill current and future Emergency Preparedness & Security Program Specialist positions throughout the County of Orange. This recruitment may also be used to fill positions in similar and/or lower classifications.

JOHN WAYNE AIRPORT
John Wayne Airport, Orange County (SNA), owned and operated by the County of Orange, is located approximately 35 miles south of Los Angeles between Costa Mesa, Irvine, and Newport Beach.

John Wayne Airport is a medium hub airport with approximately 300,000 commercial and general aviation operations each year, placing it in the top 30 busiest airports in the country. John Wayne Airport plays a unique and crucial role in the Orange County community. It is the only airport in Orange County that provides commercial passenger and air cargo service and is the primary provider of general aviation services and facilities in the county. It is home to local law enforcement air operations and to medical/mercy flights. SNA is the gateway through which millions of passengers travel each year to their homes, their families, their vacations, and their businesses.

The Airport spans more than 510 acres and operates two runways. The 2,887-foot runway serves general aviation and the 5,700-foot main runway serves both commercial and general aviation aircraft. The current Riley Terminal is 730,505 square feet, and provides 20 commercial passenger gates and two smaller commuter passenger terminals at the north and south ends. In October 2018, the Airport completed a major improvement project that, in addition to numerous safety, code, comfort and aesthetic improvements, it also included adding a Nursing Mother’s Lounge and Animal Relief Area.

AIRPORT INFORMATION SYSTEMS (OPERATIONS DIVISION)
The Airport Operations Division is responsible for the day-to-day oversight of all Airport activities by ensuring that John Wayne Airport operates safely, securely, effectively, and within the scope of strict federal regulations. Each day, Airport Operations staff conduct airport safety inspections; address the needs of guests and tenants; issue airport identification badges and other access media; manage parking facilities; and monitor the activities of all ground transportation providers. The Airport Operations Division is also tasked with maintaining and exercising the FAA-mandated Airport Emergency Plan (AEP) as part of the Airport Certification Manual (ACM). In addition, the Operations Division is responsible for maintaining the Airport Security Plan (ASP) as required by the Transportation Security Administration (TSA).

THE OPPORTUNITY
The Emergency Preparedness and Security Program Coordinator is primarily responsible for compiling regulatory data; implementing changes to the Airport Emergency Plan (AEP), and other associated regulatory documents; scheduling, organizing, and leading emergency preparedness and security training exercises, meetings, and other related events; providing direct support to the Airport ID/Access Control Office with direction from Airport Operations Division management. The Emergency Preparedness Program Coordinator’s primary job duties include but are not limited to:

  • Designing, organizing, and regularly reporting personnel training records which contribute to overall airport response readiness.
  • Designs, plans and tests response procedures to ensure the effective mobilization of protective, safety, and relief services for the Airport in emergencies or disasters
  • Coordinating regular AEP updates and associated policies, procedures, checklists, and annexes.
  • Serving as a Trusted Agent focusing on in-person and telephonic customer service.
  • Assisting with daily Airport-issued ID/access control office operations, badged personnel records management, and Access Control System data reporting.
  • Collaborating with Airport Divisions, tenants, stakeholders, contract services (law and fire), and local/state/federal agencies, as necessary.
  • Coordinating with Airport and Orange County resources to maintain accurate inventory and practical functionality of communication tools and systems, Automated Emergency Defibrillators (AED), the Airport emergency supply cache, and other emergency preparedness-related equipment
  • Preparing and maintaining written exercise plans, Incident Action Plans (IAPs), and Event Action Plans (EAPs) for response training and real-world emergencies.
  • Organizing and leading in-class, virtual, and field training/exercises related to AEP and ASP topics.
  • Responding to the Airport Emergency Operations Center (EOC) to support training events and actual emergency incidents during standard and non-standard work hours.
  • Utilizing the After Action Report / Improvement Plan (AAR/IP) process to analyze and develop recommendations for continued advancement in emergency preparedness.
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
The ideal candidate will possess three (3) or more years of experience developing and organizing regulatory documents, policies and procedures, collecting and compiling data, preparing reports, and/or documentation management. An Associate's Degree or higher from an accredited institution in emergency management, aviation management, business administration, public safety, public administration or closely related field is preferred but not required. The ideal candidate must also possess extensive experience in the following core competencies:

TECHNICAL EXPERTISE
  • Expertise with the creation and implementation of departmental policies, procedures, forms, and checklists.
  • Experience learning and complying to departmental policies and procedures.
  • Experience in reviewing local, state, and/or federal regulations and incorporating into organizational policies and procedures.
  • Intermediate to advanced use of Microsoft Office Word, Excel, Access, Outlook, and Power Point; and/or comparable data and word processing systems.
  • Manages correspondence and communicates organizational information to appropriate parties as required.
  • Manages office/facility repositories and record keeping systems for storage, tracking and retrieval of information and materials.
  • Prepares and/or updates reports, correspondence and other documents.
DATA GATHERING | ANALYSIS
  • The incumbent will independently interpret and maintain up-to-date data and knowledge of federal, state, and local laws and regulations related to emergency management. Uses knowledge of data, systems, and their intersections to provide workforce information from the most applicable data source(s) in response to standard or ad hoc requests and in support of data quality checks.
  • Analyzes data to draw conclusions and identify cause and effect relationships to support leadership decisions, recommend a course of action, or solve organizational issues.
  • Gathers, compiles, and interprets pertinent data using various data collection techniques.
  • Clearly documents sources and validates the accuracy of data/information to resolve inconsistencies.
  • Analyzes and investigates up-to-date information from various sources and in various formats.
  • Seeks additional resources when gaps and inconsistencies or variances in data are found.
EFFECTIVE COMMUNICATION
  • Ability to work effectively and interact with various County, agency departments, airport tenants, contractors, and external vendors to understand business processes and produce a variety of data collection and/or division documentation.
  • Coordinating and scheduling meetings and trainings for department.
  • Writing effectively by using correct English grammar, punctuation, and spelling, including producing written information that is appropriate for the intended customers.
  • Effective in communicating information orally and using appropriate body language that are suitable to customers and situations.
  • Strong decision-making skills, and ability to exercise sound judgement with little to no oversight.

LICENSE REQUIRED
The successful candidate must possess and maintain a valid California Driver's License, Class C or higher, by date of appointment. Possession of, or ability to obtain, a valid Airport Access Badge with an Airport Driving Endorsement within ten (10) days of employment.

AIRPORT ACCESS REQUIREMENTS
The successful candidate must clear background check which includes a Criminal History Records Check (CHRC), Transportation Security Administration (TSA), and Security Threat Assessment (STA).

PHYSICAL | ENVIRONMENTAL CONDITIONS
Physical: The schedule is standard administrative work hours with occasional requests to work non-standard hours to support training and response to actual emergency incidents. Frequent standing or sitting for extended periods; extensive walking; occasional driving may be required, depending upon assignment; infrequent pushing/pulling; infrequent bending, kneeling, squatting and crawling; frequent lifting up to 40 pounds; constant use of good overall vision for reading/close up work; infrequent use of color perception and occasional eye/hand coordination; frequent repetitive motion from writing and using a computer keyboard; occasional grasping, holding and reaching; frequent hearing/talking to others on the telephone and in person; frequent decision making and concentration; occasional public contact; occasional working alone. Additional physical/mental requirements or frequencies may be required, depending upon assignment. Environmental: Work is typically performed in an indoor office environment, but occasionally requires travel to other locations. Work environments may include high levels of noise, dust and/or unpleasant odors. Occasional early morning, evening, holiday and/or weekend work may be required.
