APPRAISER TRAINEE

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

THE OPPORTUNITY
The Appraiser Trainee is a one-year program in the Appraiser series designed to prepare candidates for a career in real estate with the Orange County Assessor's Office. The purpose of the training program is to teach trainees the theory of appraising and techniques of valuing real property for assessment purposes.

A part of the year's training is devoted to classroom study and the balance of time remaining is spent in the field making appraisals, under the direction of experienced appraisers. This combination of theory and practical experience makes for an interesting and well-rounded training program. Under close supervision, Appraiser Trainees learn various appraisal methods which involve the application of appraisal principles and practices used in the valuation of real property for assessment purposes.

After successful completion of the one-year training program, trainees will be eligible to advance to the position of Appraiser if certification requirements are met. To become certified, an Appraiser Trainee must successfully pass all phases of the training during the training year.

During the training year, Appraiser Trainees will:
  • Learn the three major appraisal approaches for estimating value: the cost approach, the comparative sales approach, and the income approach.
  • Review taxpayer files, records, or related documents in order to obtain information necessary to complete appraisals and assessments.
  • Inspect the exterior and interior of buildings to determine classification according to established standards and guides; examines and takes into consideration the quality of materials, fixtures, equipment and general construction.
  • Measure buildings and computes total area, prepares scale drawings of buildings in relation to property lines.
  • Interview owners, contractors, real estate agents and others to obtain data relating to terms and conditions indicating value of real and personal property.
Upon successful completion of the training program, the Appraiser Trainees will be eligible for advancement to the position of Appraiser I, subject to meeting certification requirements. Certification entails successfully passing all phase of the training during the training year.

Qualification Requirements
To be considered for the Appraiser Trainee position, candidates must meet the minimum required education and/or experience as required by the California State Board of Equalization. The following options fulfill the qualification requirements:

Graduation from an accredited four-year institution of higher education

OR

Highschool graduation or equivalent and have four years of relevant work experience that demonstrates knowledge and experience

OR

Combination of education and relevant experience totaling four (4) years

Relevant experience can include:
  • Employment as an appraiser aide or appraiser trainee in an Assessor's office or at the Board of Equalization (BOE).
  • Employment in roles other than an appraiser, appraiser aide, or appraiser trainee in an Assessor's office. However, this experience will only account for 2/3 of the required four-year experience. The remaining 1/3 must be accumulated through other qualifying relevant experience or appropriate education.
In addition to the experience and/or education required above, the ideal candidate's experience will demonstrate knowledge and experience in the following competencies:

  • Interpreting and applying laws, rules, regulations, and State Board of Equalization guidelines
  • Utilizing principles and practices of real and personal property taxation
  • Collecting and interpreting technical assessor data
  • Interpreting blueprints, maps, sketches, and legal property documents
  • Proficient with computer programs, including Microsoft Office suite

  • Identifying, evaluating, and resolving issues as they arise, using decision-making abilities and technical expertise
  • Developing solutions, proposing solutions, achieving measurable results, and implementing best business practices
