Job Description

Full-time position available with the Water Department, Revenue Protection Division located at 4800 E. 63rd St.
Salary Range: $7,268-$10,903/month
Normal Work Days/Hours: Monday - Friday, 8:00 a.m.-5:00 p.m.

Responsibilities

  • Develops comprehensive strategies to prevent revenue loss and identify opportunities for revenue enhancement.
  • Analyzes consumption data, meter readings, and billing records to identify patterns of irregular usage or billing discrepancies.
  • Utilizes data analytics tools to forecast revenue trends and identify areas for improvement.
  • Investigates instances of suspected water theft, meter tampering, or unauthorized usage.
  • Works closely with law enforcement agencies and legal counsel to pursue enforcement actions against violators.
  • Develops and implements credit policies and procedures to assess the creditworthiness of customers applying for water services.
  • Evaluates applications, establish deposit limits, and monitor credit exposure to mitigate risk.
  • Develops comprehensive collections strategies to effectively manage delinquent accounts and reduces accounts receivable aging.
  • Implements proactive collections processes and procedures to maximize collections efficiency.
  • Establishes effective communication channels with customers to address billing inquiries, resolves disputes, and negotiates payment arrangements.
  • Provides courteous and professional assistance to customers experiencing financial difficulties.
  • Leads and supervises the revenue protection and collections team, including hiring, training, and performance management.
  • Provides guidance and support to team members to ensure adherence to policies and procedures.
  • Monitors revenue protection and collections performance and key performance indicators (KPIs) to identify trends, opportunities for improvement, and areas of concern.
  • Prepares regular reports and presentations for senior management summarizing activities, outcomes, and recommendations for enhancement.
  • Ensures compliance with all relevant laws, regulations, and industry standards governing revenue protection, credit, and collections practices.
  • Stays informed about changes in regulations and implement necessary updates to policies and procedures.
  • Develops educational materials and outreach programs to educate customers about billing practices, payment options, and the importance of timely payments.
  • Collaborates with customer service teams to address customer inquiries and concerns related to billing and collections.



Qualifications

Preference given for an accredited Bachelor's degree in business administration, public administration, or related field; and a minimum of 5 years of experience in revenue protection, collections, utility operations, or related field, with at least 3 years in a managerial or supervisory role; Strong understanding of water utility operations, metering technologies, collections processes, and regulatory requirements; Excellent communication and interpersonal skills, with ability to engage effectively with customers and internal stakeholders; Proficient in data analysis tools such as Excel, SQL, and data visualization software; Strong leadership skills; demonstrated success in building and motivating high-performing teams; Demonstrated proficiency in cross-departmental collaboration and thriving in dynamic, fast-paced organizational environments.
