ABOUT THE POSITION

There is one (1) full-time vacancy the Digital Accessibility Program which will be filled at either the Advanced Systems Engineer or Systems Engineer level. To be considered for the Advanced Systems Engineer level, you must submit a separate application for that position through the job posting.

The Digital Accessibility Program is a Countywide program responsible for ensuring that the County of Marin’s digital content is accessible to employees and the public. Digital content includes websites, Software as a Service (SaaS) applications, mobile applications, social media, videos, kiosks, virtual meetings, and more. Our team supports IST’s projects and County departments by providing testing, remediation, audits, training, and resources through collaborative consultation. We are a close-knit, adaptive, and driven team that thrives on interactive problem solving. This Systems Engineer will have an opportunity to have a meaningful impact on the County’s effort towards diversity, equity, inclusion, and belonging.

Reporting to the Digital Accessibility Program Manager, the Systems Engineer (SE) will support the technology projects of the Digital Accessibility Program. This position is the entry and journey level in the series. Under general supervision, the SE performs a wide variety of duties such as:

  • Creating and providing technical support to IST personnel and representatives from County departments.
  • Testing and remediating websites, SaaS applications, and mobile applications.
  • Interacting with vendors and evaluating Accessibility Conformance Reports (ACR) and/or VPAT
  • Creating and publishing digital accessibility resources to the program’s internal intranet site.
Remote Work Options: Some duties for this position may be performed remotely and options for a hybrid (telework/onsite) work schedule are available. However, the successful candidate must be able to report to County facilities for various meetings and work assignments upon short notice, as needed, and when deemed appropriate.

ABOUT YOU

The Highly Qualified Candidate: The ideal candidate has a combination of technical expertise, strong analytical skills, and a high attention to detail. They have excellent interpersonal and communication skills to aid in their work with stakeholders that have a wide range of technology and accessibility experience, including County employees and vendors. This person enjoys learning new software, solving problems, and has experience collaborating with team members of various levels within many or all stages of the development life cycle. The ideal candidate has strong knowledge of:

  • Web Content Accessibility Guidelines (WCAG) 2.1 or higher.
  • ARIA, CSS, and HTML.
In addition, the ideal candidate has demonstrated experience in:
  • Performing accessibility audits using assistive technologies such as JAWS, NVDA, ZoomText, VoiceOver, and/or TalkBack.
  • Using development/testing tools such as Siteimprove, axe, ANDI, WAVE, or browser web developer tools.
  • Evaluating VPATs and/or Accessibility Conformance Reports (ACRs).

SYSTEMS ENGINEER QUALIFICATIONS:
Knowledge of:
  • Application analysis, design, programming and testing and debugging
  • Records management and documentation principles and standards.
  • Information and Communication Technology (ICT) Accessibility.
  • Information Security Principles.
  • Principles of customer support and service.
  • Principles and practices of technical problem solving.
  • Testing standards and procedures.
  • Principles and practices of project management, work planning and status reporting.
  • Business processes, operating practices, and the organizational structure of a public-sector agency.
Ability to:
  • Analyze and resolve digital accessibility problems in applications and software. and hardware integration.
  • Apply technology to provide business solutions.
  • Create, modify, test, and implement digital accessibility solutions in applications using programming languages, database services, middleware services, web services and office automation services.
  • Work effectively with clients, peers, and support teams to ensure that tasks are completed accurately and in a timely manner.
  • Communicate effectively both orally and in writing.
MINIMUM QUALIFICATIONS:
Any two-year combination of professional experience, certification, and/or relevant coursework that demonstrates the necessary knowledge and abilities. Examples include:
  • Twelve (12) semester units of coursework from an accredited program and in a discipline relevant to the assignment is equivalent to a full year of related professional experience.
  • A completed certification program relevant to the assignment and knowledge and abilities necessary of the role.
  • A training program with evidence of completion providing the knowledge and abilities necessary of the role.
  • An internship and/or apprenticeship providing the required knowledge and abilities of the role.
  • Relevant professional experience demonstrating knowledge and abilities necessary of the role.
