ABOUT THE POSITION

The Department Analyst I/II position is on the Housing and Grants Team within the Community Development Agency (CDA). This position will support a wide range of activities related to affordable housing and grant making for services to lower income residents in Marin County. The Analyst will identify, review, evaluate and recommend federal, state, and local funding opportunities and criteria, both programmatic and financial; will act as the subject matter expert for division staff on grant compliance and prepare related reports. This position will be responsible for analyzing fiscal and program data for the purposes of continuous quality improvement. This position provides the full range of analytical and fiscal support, which entails (but is not limited to):
  • Researching and applying for housing grants.
  • Grant budget planning and development.
  • Ensuring compliance with grant requirements, proper tracking, documentation, reconciliation, and reporting of expenditures and revenue.
  • Developing tracking tools to analyze and monitor applicant compliance with program criteria.
  • Reviewing, evaluating, and making recommendations on agreements and contracts to ensure accuracy and compliance.
  • Responding to audits.
The position will ensure compliance with CDA, County, State, and Federal operational and fiscal requirements and best practices. The Department Analyst I/II will also perform the grant accounting functions necessary to manage the funds and the changing operational needs and personnel assignments in multiple Housing & Grants program budgets and projects within the County financial system, Munis. The Department Analyst I/II serves as the liaison with CDA program staff as well as between the County and the local, State, and/or Federal funding agencies for fiscal matters.

There is currently one Department Analyst I/II vacancy in the Community Development Agency. Candidates will be considered for the level for which they meet minimum qualifications.

ABOUT YOU

Our Highly Qualified Candidate:
Has strong analytical, technical, and financial skills along with planning, budgeting, and accounting experience dealing with complex blended funding including Federal, State, and local funds. They are also knowledgeable of housing and Housing and Urban Development (HUD) grants programs and its many funding streams. The ideal candidate must be highly proficient with Munis (or related Human Capital Management software) and Excel, and have experience with the public funds and housing programs. The ideal candidate has fiscal management experience, excellent organizational and writing skills, is flexible with changing priorities, and is accurate with a high level of attention to detail. The ideal candidate is a critical thinker with the ability to work independently, exercise sound judgement, and proactively make recommendations to resolve issues, maximize revenue, ensure compliance with County and funding requirements, and implement best practices or efficiencies. The ideal candidate has excellent interpersonal skills and the ability to work collaboratively with staff at all levels.

QUALIFICATIONS
Knowledge of:
  • Principles and practices of business and public administration.
  • Principles and practices of work planning, data collection and analysis, project management and research methodology.
  • Applicable laws, rules, and regulations.
Ability to:
  • Plan, organize, and conduct research and analytical studies.
  • Interpret, apply and explain laws, regulations and policies governing program operations.
  • Prepare clear, concise and accurate reports, correspondence, policies, procedures and other written materials.
  • Establish and maintain effective working relationships with those contacted in the course of work, including other departments, community members and organizations, public and private agencies, and local, state and federal agencies.
  • Effectively represent assigned programs, the department and County in meetings and presentations.

MINIMUM QUALIFICATIONS
Department Analyst I
Professional level experience performing administrative, analytical, fiscal, legislative, operational, policy, program planning or research work may be substituted for the required education on a year-for-year basis. Equivalent to graduation from a four year college or university with a major in business or public administration, public policy, political science, social services, health care administration or a field related to the work.

Department Analyst II
In addition to the above, two years of professional level experience performing administrative, legislative, operational and/or policy analysis; program or project design, planning and implementation; research analysis; strategic planning; or closely related work.

Hybrid schedule:
The Community Development Agency Housing & Grants Division has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.
