REAL-TIME INFORMATION CENTER ANALYST

The City of Elk Grove is looking for a Real-Time Information Center Analyst.The ideal candidate will have some real-time crime center experience or understand the general concept of what real-time crime centers operational missions are. Certification in Crime and Intelligence Analysis is highly desirable. Most importantly, they will have experience in analytical problem solving, from problem discovery to solution implementation. The ideal candidate will be very personable as they will be a part of a dynamic team who works in an open floor plan work environment. They should have strong leadership qualities and be able to exhibit their leadership abilities.

Representative Duties

Under direction, collects, analyzes, and provides real-time crime, intelligence, and communications information from a variety of sources that support the prevention, detection and solving of crime; performs a variety of administrative, strategic, and tactical analyses, studies, and research projects related to criminal activity; identifies and analyzes crime, intelligence, and communications trends, patterns, and series of actual and anticipated criminal activity and provides recommendations for problem solving efforts; disseminates information to members of the Police Department; and provides crime information to members of the community monthly and upon request.

DISTINGUISHING CHARACTERISTICS
This is the advanced journey level class in the Real-Time Information Center series. Positions in this class perform tactical and strategic analysis of data independently and on a routine basis. The Real-Time Information Center Analyst class is distinguished from the Real-Time Information Center Specialist level in that the latter focuses primarily on internal and external general communication, intelligence processing and review of information from various sources to include social media platforms while the former focuses on more strategic and in-depth analysis of the gathered intelligence, identifies trends and patterns, and prepares complex statistical reports based on the analysis.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Performs a full range of strategic and administrative analysis; researches, analyzes, and collects crime, intelligence and communications data from a variety of sources including various local, statewide, and national law enforcement computer systems including the Records Management System (RMS), Criminal Justice Information System (CJIS), and National Crime Information Center (NCIC); provides support to officers by gathering information from various computer systems including DMV, CLETS, and the County’s KPF system. Identifies and evaluates crime series, patterns, and trends; conducts studies; and provides statistical information to the Department, other City departments, and the public.Performs a full range of tactical analysis involved in the recognition and identification of series related crimes and the mathematical calculation of probability; recognizes patterns on cluster of activity; provides recommendations for directed patrol efforts or problem-solving measures to prevent or aid in the arrest of individuals responsible. Develops and prepares charts, graphs, maps, reports, data bases, and related materials in order to track and present findings related to criminal activity, patterns, and trends; prepares predictions based upon previous reported activity and an analysis of typical behavior patterns to assist with the operations of the Real-Time Information Center. Maintains records and develops reports concerning crime, intelligence, and communications analysis; maintains records for in-house statistics; maintains and files crime analysis and management reports; prepares statistical reports as required.Communicates with supervisor, City officials, employees, other departments, vendors, service providers, system users, the public, outside agencies, and other individuals as needed to coordinate work activities, review the status of work, exchange information, resolve problems, or give/receive advice/direction. Communicates with analysts and detectives from other agencies regarding mutual crime problems; coordinates action plans with Department detectives, regional task force detectives, and other agency representatives.Assists in planning, scheduling, prioritizing, assigning, and reviewing the work of staff responsible for performing a variety of activities in the Police Department's Real Time Information Center.Organizes and manages events and functions related to the Real-Time Information Center.Monitors laws, rules, policies, procedures, and emerging technology in the field of real-time information center operations and recommends new or improved technologies, processes, or procedures.Assists operational and administrative personnel in planning the deployment of resources for the suppression of criminal activities.Develops technical manuals as needed for the Real-Time Information Center.Participates in emergency management planning, preparation, training, and response.Performs related duties as required.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:
A Bachelor’s degree from an accredited college or university with major course work in criminal justice, statistics, or a related field.

Experience:
Two years of increasingly responsible para-professional level administrative research and staff support experience, preferably in a law enforcement or criminal justice setting. Experience working in a Real-Time Information Center is highly desirable.

License or Certificate :
Possession of a Department of Justice Crime & Intelligence Analysis certificate is desirable.

The City participates in the CalPERS Health Plan (PEMHCA) and offers a "cafeteria plan," which includes a monthly City contribution that an employee may apply toward premiums for medical insurance.

The City's Contribution rates for the 2024 plan year are as follows:

Single: up to $919.27 per month
2-Party: up to $1,838.54 per month
Family: up to $2,390.10 per month

Employees who show evidence of other group health insurance coverage and waive enrollment in a CalPERS health plan shall receive a taxable in lieu cash fringe allowance of $300 per month.

Dental Insurance
100% City paid for employee and eligible dependents if enrolled in the City's medical plan.

Vision Insurance
100% City paid for employee and eligible dependents if enrolled in the City's medical plan.

Pet Insurance
City employees are eligible to purchase pet insurance at a discounted premium rate through MetLife.

Supplemental Health Insurance
The City provides supplemental health insurance up to $15,000 per year for eligible participants.

Retirement Health savings Account

City provided defined contribution program for IRS-eligible medical expenses upon retirement.

Holidays

Twelve (12) paid holidays per year and sixteen (16) floating holiday hours per fiscal year. Employees who are assigned by the Police Chief to work shifts receive a 5% Holiday Pay Differential in lieu of paid holidays and eight (8) floating holiday hours per fiscal year.

Life Insurance

City provides Life insurance at 1X base salary with a minimum of $50,000 and maximum of $300,000. Additional life insurance may be purchased by employee up to a maximum of $500,000.

Military Leave

The City will pay qualified employees any difference between his/her base salary and the amount received in military reserve pay for regularly scheduled annual training that requires the employee to take military leave from his/her regular work week.

Retirement -PERS
Your CalPERS Pension formula will be dependent upon your hire date with the City of Elk Grove and/or your status with any Public Retirement System.
  • 2.7% at 55 if hired before 8/12/12.
  • 2% at 55 if hired after 8/12/12 and a current Classic member of CalPERS.
  • 2% at 62 if hired after 1/1/13 and not a Classic member of CalPERS.

Internal applicants will remain in their current retirement formula unless they are moving from a safety to miscellaneous classification.

Short Term/Long Term Disability
  • The City provides Short-Term Disability coverage @ 66.67% of income, up to a maximum benefit of $2,300 per week and Long-Term Disability coverage @ 66.67% of income, up to a maximum benefit of $15,000 per month.
  • The City also provides Paid Family Leave coverage @ 60-70% of weekly earnings up to a maximum of $,1623 per week.
City employees DO NOT contribute to the California State Disability Insurance (SDI) program.

Social Security

City offers an IRS qualifying retirement plan, therefore, employees do not currently participate in the Social Security program.

80% up to $2,000/year for City related Certification programss.
