DESCRIPTION :

The CIP and Land Development divisions of Public Works are seeking Principal Civil Engineers. In the CIP division the Principal Civil Engineer must be a team player with a forward-thinking approach to managing and administering capital improvement projects. The ideal candidate must be a Registered Civil Engineer in the State of California (PE), have public agency experience, and have managed a variety of complex engineering projects from start to finish. A strong candidate will be a working manager and will have experience with supervising, training, evaluating, and directing the work of lower-level engineers, while administering and managing their own projects. In addition, a strong candidate will have experience in managing a CIP program. The ideal candidate must have exceptional communication skills and provide quality customer service while working with the public, and other outside agencies. The Land Development Principal Engineer must also be a team player and be able to work with outside developers, engineers, and architects. The candidate must have a strong grasp of the entitlement process, developing conditions of approval, the various requirements of bonds and securities, reviewing all aspects of development plans and construction documents, water quality implementation, and final release of projects. A strong candidate will have leadership and managerial skills and be able to lead and mentor lower-level staff.

DEFINITION

Under limited supervision, supervises, coordinates, and participates in the engineering activities of an assigned work unit.

DISTINGUISHING CHARACTERISTICS

The Principal Civil Engineer is a Senior Manager level classification in the Engineering series. The employee supervises and participates in the work of engineering, plan check, building inspection, and administrative support staff in an assigned unit of the Engineering Department. The employee is responsible for civil engineering activities involving the design, construction, and maintenance of public works engineering projects or the review of residential, commercial, and industrial plans and specifications for compliance with pertinent building and safety codes and regulations. The Principal Civil Engineer is distinguished from the Senior Civil Engineer by the level of responsibility assumed and the complexity of duties assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives limited supervision from the Director of Public Works or his/her designee.

Supervision is exercised.

Examples of Duties

Duties may include, but are not limited to, the following:
  • Prepares and writes correspondence, memoranda, project final reports, and technical advisory reports
  • Ensures compliance with applicable policies and quality control standards; implements changes to departmental policies, procedures, and regulations including, engineering design standards
  • Evaluates compliance with laws and ordinances, and acceptable engineering standards, and approves corrections or improvements
  • Represents the City in meetings with other department staff, City personnel, developers, and other internal and external agencies; makes presentations to City committees and commissions
  • Develops public works, municipal programs and procedures in area of assignment
  • Manages the work of other staff; prepares specialized studies, cost analysis studies, specifications, work schedules, and investigations on public works, municipal, and capital projects
  • Plans, assigns, coordinates, and evaluates the work of staff in an assigned unit of professional, technical, and administrative support staff; fosters a work environment that promotes positive morale
  • Selects, coaches, motivates, mentors, and trains staff; recommends employee recognition and discipline
  • Oversees implementation of goals, priorities, policies and procedures; oversees revisions and improvements to unit policies, procedures, and resource allocation
  • Manages the review of construction plans for accuracy, suitability, and completeness; implements recommendations for revisions and improvements
  • Oversees the preparation of engineering designs, specifications, and cost estimates for construction and improvements
  • Interprets codes and regulations pertaining to area of assignment; oversees the resolution of project design and engineering problems
  • Meets with architects, engineers, developers, and contractors, and citizens to discuss City requirements, policies, and procedures related to design review, plan check, construction, and maintenance for assigned projects and activities
  • Provides information to the public; responds to and resolves highly complex questions and complaints regarding the interpretation and application of relevant codes, ordinances, rules, and regulations
  • Oversees preparation and administration of contracts for engineering services; reviews and approves scope of engineering projects; reviews and approves requests for proposals and contracts for consulting services; review plans of consulting engineers and private contractors
  • Manages projects under construction in the field; resolves highly complex disputes and problems between inspectors, engineers, developers, and contractors
  • Compiles and analyzes statistical data; prepares a variety of technical and administrative reports and analysis relating to assigned projects and programs
  • Manages and reviews the work of consultants and field personnel; manages unit activities with other divisions, departments, and external agencies and organizations
  • Prepares annual cost projections for the division budget; manages expenditures for an assigned unit
  • Acts as the Building Official or Division Manager as required
  • Prepares and writes a variety of reports and documentation, including detailed Risk Management incident reports
  • Performs other duties of a similar nature
Capital Improvement Program (CIP) Division Duties:
  • Manages and participates in a variety of professional engineering work, including the preparation and review of special projects, and project specifications
  • Manages the preparation and review of preliminary and final engineering plans, cost estimates, and specifications for public works municipal projects
  • Manages the preparation of requests for proposals relating to projects requiring contract engineering work; directs the preparation of project cost estimates for competitive bidding purposes; reviews plans of consulting engineering firms performing work for the City and evaluates their performance; performs construction contract modifications and negotiates contract changes
  • Manages multiple engineering projects, including highly complex construction and design projects
  • Examines, prepares and maintains designs, specifications, plans, estimates, and reports for various Capital Improvement projects
  • Conducts pre-construction conferences
  • Manages contract negotiations and makes contract change orders
  • Performs other duties of a similar nature
Land Development Division Duties:
  • Manages and participates in a variety of professional engineering work, including the preparation and review of private development plans, subdivisions, special projects, and project specifications Manages multiple and highly complex land development projects
  • Manages and participates in the preparation and review of preliminary and final engineering plans, subdivision plans, and cost estimates; prepares legal descriptions and deeds for easements and rights-of-way
  • Manages land development activities
  • Provides assistance to the public regarding the City's land development policies and procedures
  • Performs other duties of a similar nature


Minimum Qualifications

A combination of education, experience, and training that has provided the necessary knowledge, skills, and abilities is required for entry into the classification. The City of Temecula utilizes equivalencies to substitute two years of applicable experience and similar responsibility for one year of college in order for a candidate to meet Minimum Qualifications. A typical combination of education, experience, and training for this classification includes:

EDUCATION AND/OR EXPERIENCE

Bachelor's Degree from an accredited college/university in Civil Engineering or a related field; and six (6) years of professional civil engineering experience related to the area of assignment. Three (3) years supervisory experience is desired.

KNOWLEDGE, SKILLS & ABILITIES

LICENSES AND/OR CERTIFICATES

Possession of a valid California Class C driver's license and an acceptable driving record.

In addition, the following is required for positions assigned to the Building Division:

Valid certification by the International Code Council (ICC) as a Plans Examiner.

Valid certification by the International Code Council (ICC) as a Certified Building Official is required within one (1) year of appointment.

Capital Improvement Program (CIP) Division

Certificate of Registration as a Professional Civil Engineer issued by the California State
Board of Registration for Professional Engineers is required.

Certificate of Registration as a Land Surveyor is desired.

Land Development Division

Certificate of Registration as a Professional Civil Engineer and/or Land Surveyor issued by the California State Board of Registration for Professional Engineers is required.

SPECIAL REQUIREMENTS

Satisfactory results from a background investigation and administrative screening. The administrative screening may include a pre-employment drug screening for positions which are designated as safety sensitive or security sensitive, including but not limited to being responsible for the care and custody of children and operating heavy equipment.

May be required to occasionally work outside of the regular work hours (e.g. evenings, holidays and weekends) to attend meetings and special events.

Full-time management employees enjoy a generous allotment of $1,800 per month to purchase a variety of benefit options detailed below.

City Contributions
The City provides a Health Flex Contribution (HFC) of$600 per month that may be used for enrollment in the City’s health, dental, or vision insurance, or a health flexible spending account. Any unused portion of the HFC will be forfeited.

A Cafeteria Allotment of $1,200 per month may be used to pay premiums for health, dental, vision, mandatory group life and disability insurance, and health or dependent care flexible spending accounts. Any unused cafeteria allotment will be paid to the employee as taxable income.

Health Insurance
The City’s health plans are administered by CalPERS. We offer a variety of health plans, including HMOs and PPOs.

Dental Insurance
Dental coverage is offered through MetLife. Employees have the option of HMO or PPO plans with rich benefits at competitive rates.

Vision Insurance
EyeMed provides the City’s vision plan. In addition to extensive coverage at a low rate, EyeMed partners with service providers and retailers throughout the region.

Life and AD&D Insurance
All City employees are required to enroll in a basic life and AD&D group policy in the amount of $50,000. Management employees receive an additional $100,000 life insurance policy paid for by the City. Additional life insurance is also available for employees and their family members.

Short- and Long-Term Disability
All City employees are required to enroll in short- and long-term disability insurance. This insurance pays 2/3 of the employee’s wages if the employee is off work due to an illness or injury outside of work.

Flexible Spending Accounts
The flexible spending accounts provided by the City allow you to pay for certain health and dependent care expenses with pre-tax dollars.

Supplemental Plans
Supplemental plans through Aflac can help you bridge the gap in your existing health insurance. Plans include Accident Indemnity, Hospital Indemnity and Critical Illness Protection.

Retirement
Authorized employees are enrolled in the California Public Employees Retirement System (CalPERS). The City offers the followingretirement plans depending upon eligibility:

Classic Tier 1 Members:
This category applies to employees hired by the City of Temecula before 9/24/11. The retirement formula is 2.7% @ 55 with an 8% employee contribution; however, the City pays 5% of the employee's contribution.

Classic Tier 2:
This category applies to employees hired by the City of Temecula on or after 9/24/11, and are considered "classic"CalPERSMembers . The retirement formula is 2% @ 60 with a 7% employee contribution; however, the City pays 4% of the employee's contribution.

PEPRA Members:
This category applies to employees who are hired by the City of Temecula after 1/1/13 and are new toCalPERSmembership. Retirement formula is 2% @ 62 with a 7.25% employee contribution.

Management Employee Cost-Sharing:
Management employees who are classic CalPERS Members (Tier 1 or 2) pay 3% of the employer contribution and the City pays the full employee contribution (EPMC). The value of the employer paid member contribution is reported as compensation and can positively impact the employee’s highest final compensation amount.

Deferred Compensation Plans

Comprehensive Annual Leave (CAL)
The City encourages work/life balance. We offer paid Comprehensive Annual Leave (CAL) that can be used for rest and relaxation, personal business or personal/family illness.

Paid Management Leave
Mid-Management staff will receive 60 hours of Administrative Leave per fiscal year. Executive Management will receive 80 hours of Executive Leave per fiscal year.

Holidays
City employees receive a total of 13 paid holidays each calendar year. This includes 12observed holidays and one floating holiday each year.

Bonding Leave
The City believes bonding with a new child is vitally important for families. Employees are provided up to eight weeks of bonding leave for the purpose of bonding with their child in connection with birth, adoption, or foster care placement. Bonding leave is paid at the rate of 2/3 of the employee’s base salary and may be used for up to one year following the birth, adoption or foster care placement.

Tuition Reimbursement
The City offers Tuition Reimbursement of up to $1,500 per fiscal year for job related education or training that will benefit the employee in their position.

ComputerLoan Program
After one full year of employment, the City provides employees with an interest-free loan of up to $2,000 to purchase a personal computer, iPad, or similar "computer tablet" device.
