ABOUT THE POSITION

About the IT Justice team: TheIT Justice Team reports through the Business Solutions Delivery division of the Information Services and Technology department for the County of Marin supporting our Justice partners and systems. They include Marin County Sheriff’s office, Superior Court of California for Marin, the District Attorney’s office, the Probation Department, and the Public Defender.

The IT Justice Team is recruiting for a Systems Engineer, which is the entry level of the Systems Engineer series. Under general supervision, this engineer will focus on the support, maintenance, and development of applications, and will assist the rest of the Justice team to implement changes in business applications of well-defined and moderate complexity to accommodate changes in the business needs of our partners. They will research and resolve problems with APIs, and both in-house developed and vendor software. This engineer may also create user help documents and provide technical assistance and training to both IST and County employees in other departments.

Remote Work Options: Some duties for this position may be performed remotely and options for a hybrid (telework/onsite) work schedule are available. However, the successful candidate must be able to report to County facilities for various meetings and work assignments upon short notice, as needed, and when deemed appropriate.

ABOUT YOU

Our Highly Qualified Candidate can perform a wide variety of duties related tobusiness solutions using both in-house developed and/or third-party vendor software. They demonstrate sound decision making, planning skills and technical abilities, as well as strong communication skills with both technical and non-technical application users. This engineer may have proficient knowledge of C#, Java or other programming languages and an understanding of the role of APIs in highly integrated applications. Familiarity with Criminal Justice applications and technology needs is preferred, though not required.

SYSTEMS ENGINEER QUALIFICATIONS
Knowledge of:
  • Application analysis, design, programming, testing, and debugging.
  • Computer hardware platforms, operating systems, and middleware systems.
  • Database design and data access.
  • Middleware products and deployment of multi-tier components.
  • Networking Principles.
  • Information Security Principles.
  • Office automation products.
  • Principles of customer support and service.
  • Principles and practices of technical problem solving.
  • Relational database theory and design.
  • Testing standards and procedures.
  • Business processes, operating practices, and the organizational structure of a public-sector agency.
Ability to:
  • Analyze and resolve problems in applications, and software and hardware integration.
  • Apply technology to provide business solutions.
  • Create, modify, test, and implement applications using programming languages, database services, middleware services, web services and office automation services.
  • Work effectively with clients, peers, and support teams to ensure that tasks are completed accurately and in a timely manner.
  • Communicate effectively both orally and in writing.
MINIMUM QUALIFICATIONS
Any two-year combination of professional experience, certification, and/or relevant coursework that demonstrates the necessary knowledge and abilities. Examples include:

  • Twelve (12) semester units of coursework from an accredited program and in a discipline relevant to the assignment is equivalent to a full year of related professional experience.
  • A completed certification program relevant to the assignment and knowledge and abilities necessary of the role.
  • A training program with evidence of completion providing the knowledge and abilities necessary of the role.
  • An internship and/or apprenticeship providing the required knowledge and abilities of the role.
  • Relevant professional experience demonstrating knowledge and abilities necessary of the role.
