Job Description

Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

One year of experience* supervising staff engaged in the maintenance, overhaul, and repair of gasoline and/or diesel-powered motor equipment, including passenger vehicles, construction and heavy equipment, freight and other commercial cargo vehicles, self-propelled off-road equipment, and non-self-propelled motor equipment.

*If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

Transfer Opportunity: Candidates must be current New York State employees and have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 70.1 of the Civil Service Law.

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description

Under the Supervision of the Park Manager in charge of the Trolley Shop for Niagara Falls State Park, the candidate will supervise and provide technical direction to subordinate repair/shop staff engaged in mechanical and motor equipment repairs. The successful candidate will serve as second in command to the Park Manager of the Niagara Falls State Park Trolley shop. Duties include but are not limited to:
• Provide immediate supervision to mechanics performing repair and overhaul tasks. Assist and guide staff through instructional methods, including written guidelines and demonstrations of proper techniques to accomplish specific tasks.
• Train staff in proper safety procedures and enforce safety rules and regulations.
• Evaluate staff performance and provide direction and counseling to staff as needed.
• Observe and document the work performed and inspect and approve completed jobs to ensure that schedules are met, and that the quality of the work is satisfactory.
• Perform a variety of skilled and semi-skilled maintenance, installation, and construction tasks in the mechanical and motor equipment trades.
• Perform routine maintenance and mechanical repairs to the fleet of passenger trolleys, light duty vehicles, and compressed natural gas filling station and pumps.
• Perform skilled and semi-skilled duties and responsibilities in auto body, the repair and maintenance to the fleet of trolleys and light duty vehicles including body shop repairs, collision, the fabrication and installation of aluminum and/or steel panels, steel structural rails by methods of mig and/or tig welding and/or gluing, as well as prepping and finishing surfaces with automotive paints.
• Perform motor vehicle inspections for light and heavy duty vehicles/equipment.
• Review work orders and specifications for repairs.
• Coordinate staff and provide clear direction to assure timely and cost effective completion of projects/repairs.
• Inspect work; prepare and maintain written records of work performed/completed along with requisitions, and receive reports.
• Schedule staff and work priorities to meet operational needs.
• Provide technical support and expertise in parts identification and procurement; manage the ordering and stocking of motor equipment, parts, and supplies.
• Recommend improvements to equipment, maintenance shop operating procedures to enhance performance, optimize tool and equipment usage, and improve working conditions.
• Operate trolleys to diagnose and test drive units.
• Should the need arise, the incumbent will be expected to return to work after their shift to deal with emergencies in the park.

OPERATING NEEDS:
• Must possess a valid Class A Commercial Driver’s License (CDL) with Passenger endorsements, or successfully obtain one within the probationary period and maintain it as a term and condition of employment.**
• Must possess and maintain a valid driver’s license that allows the candidate to operate a vehicle in New York State as a term and condition of employment.
• Must be able to work a variable schedule when necessary that may include nights, weekends and holidays.
• Must be proficient in the use of hand tools, portable power tools, shop equipment, spray booth operations and measuring and testing instruments.
• Must be able to supervisor others.
• Must be able to carry tools and materials considerable distances to work sites inaccessible by vehicle when needed.
• Candidates may be required to take continued education or training provided & paid for by OPRHP to meet existing and future operational needs.

**Under the provision of the Omnibus Transportation Employee Testing Act (1991), this position has been designated Safety Sensitive. The incumbent is required to participate in pre-employment, random and post- accident drug and alcohol testing.
