THE OPPORTUNITY

The selected candidate will enhance their Human Resources skills by performing various paraprofessional administrative duties. They’ll also have the chance to develop procedural, program, and compliance knowledge while assisting the Employee and Labor Relations, and Benefits Services Units staff. The selected candidate will have the opportunity to:

  • Perform a variety of responsible paraprofessional, technical, and administrative human resources support duties requiring the application of procedural, program, and compliance knowledge.
  • Assist with orienting employees on County benefits; provide instruction on enrollment forms, review forms for accuracy and completeness, and answer employee questions; process enrollment information; assist in the development of benefits-related communication material.
  • Maintain the employee benefit database; review entries for accuracy and correctness; input new hire information and retiree information into the database for reporting requirements and payroll processing.
  • Perform difficult, complex, technical, and/or specialized office support work which may require the use of independent judgment, the application of technical skills, and knowledge of detailed or specialized activities related to the human resource function.
  • Provide information and general assistance to County staff and the public regarding personnel rules, policies, and procedures.
  • Prepare and maintain a variety of files, logs, spreadsheets, and records
  • Track and monitor employee benefits while employees are on disability leaves such as FMLA, CFRA, workers’ compensation, SDI, PFL, long-term disability, and disability retirement.

THE IDEAL CANDIDATE The Human Resources Department is looking for a self-starter who has exceptional customer service skills with a high degree of diplomacy and the ability to work in a fast-paced environment. They will embrace Human Resource's emphasis on customer service and have a proven track record that demonstrates initiative, technical skills, attention to detail, and teamwork while having a considerable workload. We are looking for candidates who are motivated to learn a variety of human resources functions and procedures and demonstrate flexibility in responding to changing needs and priorities with a proactive attitude.

MINIMUM QUALIFICATIONS


Education and Experience:
Any combination of the required experience, education, and training that would provide the essential knowledge, skills, and abilities is qualifying.

Equivalent to graduation from high school, supplemented by 24 semester units of college-level coursework in human resources management, business administration, public administration, industrial/organizational psychology, or a closely related field;

AND


Two years of full-time experience performing varied and complex clerical work related to human resources, including explaining policies, performing data entry, and processing forms and records.

Additional Requirements:
Possession of, or ability to obtain and maintain, a valid California or Nevada Driver’s License and a satisfactory driving record.

ADDITIONAL INFORMATION The County of El Dorado is recruiting applicants for Human Resources Technician. This recruitment will establish a list for the purpose of filling current and future full time, part time, limited term and extra help vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.

  • One (1) extra help vacancy in the Human Resources Department, Employee & Labor Relations, and Benefits Services Units located in Placerville, CA. Extra help vacancies are made to maintain adequate coverage of work for short periods of time at frequent intervals, where employment is of a recurrent nature depending on the needs of the Agency; work may be seasonal, on-call, and/or for a limited duration. Extra help employees are not considered regular employees and, therefore do not attain civil service status, and do not receive benefits or paid leaves; however, they do accrue sick leave consistent with the law.

The Employee & Labor Relations Unit promotes a high-quality workforce and collaborative relationships between employees, management, and employee organizations. The Unit provides guidance, training, and recommendations on managing performance; conducts workplace investigations and facilitates employment complaint resolution; interprets Memoranda of Understanding and policy provisions; oversees labor meet and confer and collective bargaining under the Meyers-Milias-Brown Act; and provides County representation and specialized personnel services in employment and labor relation matters. The Employee Benefits Unit manages employee health and ancillary benefits programs including active and retiree medical, dental, vision, Employee Assistance Programs, and Life Insurance/LTD plans through a third-party benefits administrator.

This extra help position is anticipated to end on, or about 08/09/2024. Depending on the department's needs, this position's end date may or may not be extended.
