DESCRIPTION

THE AGENCY

The mission of Public Works is to enhance the quality of life for the people of Alameda County by providing a safe, well-maintained, and lasting public works infrastructure through accessible, responsive and effective services.

Public services provided by the Alameda County Public Works Agency include flood and storm water pollution control, transportation planning and design, roadway and flood control maintenance and inspection, and construction and building inspections.

The goals of the Agency are to keep roads safe and well maintained, provide the highest level of flood protection, provide service levels that optimize infrastructure life cycles, minimize deferred maintenance, ensure that development and construction adhere to applicable State and County rules, optimize disaster preparedness, response and recover, ensure that the Agency’s operations and services minimize negative impacts on the environment, and sustain and advance County and Agency programs through a vital business and administrative support system.

THE POSITION

Under general direction, holds the office of Alameda County Surveyor and is in charge of the County’s professional and administrative responsibilities in the areas of county surveying; land development; map review; boundary surveying; map making; map record maintenance; construction and land surveying; and performs related work as required.

The County Surveyor is a one-position class. The incumbent's responsibilities are primarily as County Surveyor. The incumbent reports directly to a Principal Civil Engineer or Deputy Director of Public Works and is in charge of and oversees the activities of all surveyors, and other professional technical personnel in the survey section of the Agency.

IDEAL CANDIDATE

  • Demonstrated Professional Land Surveyor with proven background, knowledge and experience working with pertinent state and local laws and regulations governing Land Surveying.

  • Strong Technology skills with the ability to analyze, monitor and stay current on pertinent regulations, laws, trends, and current and emerging technologies in Land Surveying.
  • Strong ability to identify and understand complex problems and concepts, apply logical thinking and make sound decisions based upon available information, and design solutions, formulate and articulate effective action plans.
  • Efficient management skills with the ability to maintain effectiveness even when experiencing changes in work responsibilities, priorities and deadlines and takes prompt action to ensure accomplishment of objectives; champions change as directed by upper management as well as a willingness to identify issues and address them proactively.

MINIMUM QUALIFICATIONS

EDUCATION: Graduation from an accredited college or university with a bachelor's degree in civil or mining engineering or surveying. (The equivalent of 4 years of experience in land surveying may be substituted for a bachelor's degree).

AND

EXPERIENCE: The equivalent of four years of experience in professional civil engineering or land surveying of which two years having been served in a land surveying supervisory or administrative capacity.

AND

License: Possession of a valid certificate of registration as a civil engineer issued prior to January1, 1982, or land surveyor as issued by the California State Board for Professional Engineers, Land Surveyors, and Geologists.

Possession of a valid California Motor Vehicle Operator's license.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

  • Land surveying techniques, including property, boundary, monuments, geodetic and photogrammetric surveying and mapping procedures and equipment.
  • Construction surveying for horizontal and vertical control, layout, staking, and "as built" documentation.
  • Surveying staff support consistent with effective and efficient scheduling, quality control, and priority setting; management theory and supervisorial techniques.
  • Office administration.
  • Civil engineering theory as it applies to surveying and public relations techniques.
  • Fundamental and laws governing survey theory and practice regarding preliminary designs, construction, right-of-way engineering, land division, boundary location, control and geodetic surveying.
  • Federal and State regulations, such as Subdivision Act, Land Surveyors Action and other local ordinances, as they relate to the preparation and examination of record documents, including final maps, parcel maps and records of survey.
  • Survey equipment and computer software used in land survey office work.
  • Sources of general engineering and/or land survey information.
  • Computer literacy including Computer Aided Drafting (CAD) and GIS.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

A review of the applicants’ application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. An oral interview which will be weighted as 100% of the candidates’ final examination score. The oral interview may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment.
