The City of Tacoma is recruiting for the position of Senior Source Control Representative in our Environmental Compliance section of the Environmental Services Department. The Environmental Compliance Group implements the Industrial Pretreatment Program, the Business Inspections Program, Regulatory Compliance and Enforcement, Special Approved Discharges, and Environmental Training for staff. We are seeking candidates with exceptional customer service skills and who have experience in investigation, documentation, knowledge of applicable Federal, State and Local laws and guidelines regarding environmental compliance. This position will work in the Industrial Pretreatment group and will assist the Pretreatment Program Coordinator with guiding and completing work products related to the implementation of the City’s Industrial Pretreatment Program. Duties include writing and managing industrial wastewater discharge permits and conducting inspections, sampling and monitoring of assigned permittees. Special projects related to the City’s Industrial Pretreatment Program may also be assigned.

The Business Operations Division Environmental Compliance section oversees compliance of environmental regulations. The group provides safe, reliable, sustainable and well-integrated services to the citizens and businesses of Tacoma by reviewing, sampling, pretreatment and monitoring of Tacoma's stormwater and wastewater.

Position Description
The Senior Source Control Representative is a union-represented position; the scope of work may include but is not limited to the following essential duties:

• Functions as a delegated pretreatment program permit manager providing work direction and mentoring as assigned.
• Identify and inspect properties subject to Federal, State and local stormwater and wastewater discharge regulations; NPDES regulations and stormwater Best Management Practices; initiate and oversee enforcement action as required.
  
• Recommend program changes to meet changing permit conditions with federal, state and local laws, rules and regulations.
• Respond to, investigate, document, and provide technical assistance to other governmental agencies with the containment and clean-up activities following pollution spills.
• Review commercial plans, engineering reports, proposed plans and specifications for stormwater and wastewater treatment and oil removal systems.
• Provide field response to source control complaints, issues, or concerns. Provide direct compliance assistance in accordance with City code, Stormwater Management Manual, or approved permit requirements. Follow up compliance effort with documented, escalated enforcement actions.
• Investigate damage claims resulting from sewer back-ups, storms and stormwater flooding and other sewer-related problems.
• Participate in special projects as required.
• Contact or communicate with various departments, governmental agencies and outside organizations and agencies and general public to coordinate activities and to provide and receive information or services as required.
• Prepare and maintain a variety of departmental files, records and reports to assure efficient operation.
• Provide work direction to employees as assigned.
• Operate a variety of equipment, tools, and machinery in the routine performance of duties.
• Work safely and cooperatively with coworkers and the public.
• Perform related duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS

Bachelor’s degree and five years as a Source Control Representative or equivalent experience. Relevant experience may be substituted for education on a year for year basis.

DESIRED EXPERIENCE
Relevant/equivalent experience in fields such as wastewater, water quality, spill response/cleanup, or environmental programs.

LICENSING, CERTIFICATIONS AND OTHER LEGAL REQUIREMENTS:

• Valid Washington Driver's License at time of appointment with maintenance thereafter.
• Must obtain a 24-hour HAZWOPER certificate prior to completion of probation and maintain it thereafter, City Provided.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

• Office and outdoors environment; driving to various sites.
• May require working in a confined space.
• An employee in this position may be subject to hazardous conditions.
• Must lift and replace manhole covers with a tool.
• Required to perform after-hours spill-line standby duty.
