Job Description

This recruitment will establish an employment list to fill current and any future vacancies for those County departments that have this position. The anticipated life of the employment list is six months. If interested in employment for this position for current or future vacancies, please submit an online application for consideration.

Current vacancy is with the Tulare County Auditor’s office located in Visalia. The anticipated life of the list is six (6) months.

Applications will be reviewed by the Auditor’s office as extra help positions become available, County departments with the job openings select the most qualified and appropriate applicant for the position available. The number of hours and duration of employment varies by each assignment. Extra help employees may work in a variety of County departments in locations throughout the geographic county area.

Extra help employees may not work more than 1,559 hours in any fiscal year from July to June. An extra help employee who mistakenly works in excess of 1,559 hours in a fiscal year does not become a probationary or regular employee. Applications will be active for six months. DEFINITION

To process the County payroll in the Auditor-Controller/Treasurer-Tax Collector's Office; with oversight performs payroll transactions and generates a wide variety of reports related to payroll activities.

DISTINGUISHING CHARACTERISTICS

This is the entry level class for the Payroll Technician series. The incumbent will initially demonstrate competency in procedures related to the processing of County wide payroll, time and attendance and ensure accurate calculation of wages, tax withholdings, and deductions with application of wage and hour laws. The incumbent will learn and apply County policies, rules, regulations, and procedures applicable to payroll, time and attendance. Routine duties are performed with limited supervision, while more complex tasks and assignments receive direct oversight.

SUPERVISION RECEIVED AND EXERCISED

General supervision is provided by the Chief Payroll Manager or other higher-level personnel. Responsibilities include lead supervision of a Financial Technician.

Typical Duties

Assist departments in the processing of payroll forms authorizing payroll actions such as change of status transactions, tax and insurance deductions, contract negotiation payments, leaves with and without pay calculations, and overtime pay computations, payroll adjustments related to vacation, sick leave, donations, change of benefit plans, and pay-off for terminated employees; assist special districts in the processing of payroll forms authorizing payroll actions such as new employment and terminations, and quarterly tax filings; monitor and review payroll reports and documents to assure completeness and accuracy; review and provide information for journal voucher entries on the County accounting system; obtain, be knowledgeable and educate departmental Payroll staff and management on new Federal and State laws and regulations affecting payroll operations; verify payroll accuracy prior to distribution; monitor and participate in the preparation and maintenance of departmental payroll records and files; review County policies, resolutions, and employee agreements for impact on departmental payroll system; import and export payments from outside vendors relating to voluntary deferred compensation contributions and loan request; obtain interpretation and implement changes as needed; provide information concerning rules, policies, regulations, payroll data and changes to department staff; input payroll data into the computer system; prepare and/or generate a variety of reports, for departmental management, including sick leave, vacation, CTO, family sick leave and additional pays, including audit reports to reduce common errors; communicate all payroll system changes to staff, management, and others; provide training as needed to payroll staff throughout the county; ensure payroll information is transmitted to County Auditor’s Payroll Division in a timely manner; monitor employee overpayments and facilitate collection which may include collection phone calls, letters and/or small claims filings; verify and generate necessary paperwork for payment of Professional Staff’s moving reimbursements; reconcile and review bi-weekly payroll transactions and balance sheet accounts; liaison for departmental staff and all other County Departments relating to payroll issues.

Minimum Qualifications

MINIMUM QUALIFICATIONS

Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

Knowledge of: Modern office practices, procedures, and terminology; correct grammar, spelling, and punctuation; Federal and State laws pertaining to payroll processing activities; principles and practices of payroll accounting; general accounting practices and procedures; recordkeeping principles and techniques; automated payroll systems and general clerical office methods and procedures; business arithmetic, including percentages and decimals in order to calculate, verify, and adjust fiscal and/or statistical data.

Skill/Ability to : Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; communicate sufficiently to interpret and explain technical information to others; read, understand, and interpret laws, regulations, personnel policies, memoranda of understanding and other changes that affect the payroll system; perform highly technical fiscal and statistical recordkeeping; analyze the effect of payroll processing changes; research, collect and organize material into a manageable form; identify and solve departmental payroll problems and to improve payroll services.

Education/Experience: Equivalent to completion of the twelfth (12th) grade AND four (4) years of increasingly responsible payroll accounting experience.

Equivalency : Equivalent to graduation from college with an associate degree (60 semester units) in accounting, public or business administration and two (2) years of increasingly responsible payroll accounting experience.

DESIRABLE EMPLOYMENT STANDARDS

Knowledge of : Effective supervisory techniques, county policies, procedures, and regulations related to payroll operations; electronic payroll and leave systems; electronic labor management systems.

Skill/Ability to : Assign, review and evaluate the work of others.

Conditions of Employment

Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.
