Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Either 1. three years of experience in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level;

Or 2. an associate's or higher level degree or 60 college semester credit hours*** AND one year of supervisory experience in the construction, operation or maintenance of a park, recreational facility, or campus.*

*A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.

**For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

***Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Reassignment Qualifications: Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Park Supervisor 1 to be eligible for reassignment.

Duties Description

Under the supervision of higher?level staff, the Park Supervisor 1 is a working supervisor responsible for planning, coordinating, and overseeing the administration, operations duties at Grafton Lakes State Park. The Park Supervisor 1 performs a variety of administrative and light maintenance duties; and may occasionally function as second-in-command when needed. The Park Supervisor 1 duties will include but are not limited to the following:
• Assists Park administrative staff in purchasing by obtaining quotes, budget forecasting, preparing purchase requisition, etc.
• Prepares Sign?in sheets & Payroll, FIN’s and other administrative functions as assigned.
• Oversees Park office, providing and scheduling coverage of front desk or reception areas as needed including managing phones and program registration.
• Provides and schedules coverage for the ticket booth operations.
• Tracks Park attendance and revenue figures, overseeing bank deposits and compiling and submitting data.
• Manages Park systems including Aspira, pay stations, Parkhub to ensure all are functioning properly.
• Manages Park inventory through asset cloud and asset management system.
• Monitors Park Welcome Center, maintaining building inventory for cleaning and office supplies, and assessing and reporting maintenance issues to maintenance supervisor.
• Plans, assigns, and assists with the completion of work projects.
• Develops and implements programs and services for the public.
• Occasionally functions as the first or second?in?command if park management is not onsite.
• Supervises permanent, temporary, and seasonal personnel.
• Recruits, onboards, orients and trains new and subordinate staff as needed.
• Schedules and assigns work, providing clear directions and guidelines.
• Inspects work to ensure it is completed within allotted time frames and in accordance with codes, regulations, and safety standards.
• Assists staff in performing tasks and resolves conflict or performance related issues.
• Completes performance evaluations and discusses performance expectations with employees in a timely manner.
• Provides technical direction to staff under the direction of higher?level managers.
• Develops weekly, monthly, and yearly work schedules and updates schedules as needed.
• Works with environmental education staff to respond to and works with community groups and organizations regarding facility use requests.
• Provide support for environmental education staff to help plan and schedule recreation activities and special events.
• Assists environmental education staff with logistics for routine programs and special events, including security, admissions, transportation, traffic flow, and cleanup.
• Perform other related duties as assigned.

OPERATING NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must be willing and able to work a flexible schedule as required. The work schedule may change to accommodate operational needs.
• Position may require working in inclement weather.
• Must have ability to read and understand written and/or verbal material and instructions.
• Must be able to lift, carry and/or move equipment or materials of different weights and sizes and be able to stand for long hours.
• Must be proficient with a computer - Microsoft Word, Excel, Outlook.
• Must have strong communication and organizational skills.
