Job Description and Duties

Under the direction of the Special Agent In-Charge, the Special Agent Supervisor is responsible for supervising and directing a team of Special Agents in Medi-Cal provider fraud, patient abuse, and drug diversion investigations. Specific duties include planning, assigning, and directing criminal, civil, and special investigations; organizing and conducting the more difficult, complex, or sensitive investigations; reviewing time and task accounting systems, ProLaw database updates, investigative reports, and search and arrest warrant affidavits. Serve search and arrest warrants and conduct covert and surveillance operations. Responsible for coordinating the casework of team members with the assigned DAG and Investigative Auditor. Other duties include obtaining an expert level of knowledge of the laws and regulations of the Medi-Cal Program and payment systems, elder abuse laws, and regulations of the Licensing and Certification Division of the Department of Health Care Services; understanding and utilizing complex automated payment and information systems; developing productive working relationships with allied law enforcement agencies at the federal, state, and local levels; providing specialized expertise and training to law enforcement; providing expert testimony; coordinating multi-jurisdictional enforcement efforts; conducting frequent review and monitoring of assigned investigations with team members, assigned prosecutors, and investigative auditors and effectively managing the investigations assigned to team members where there are several chains of command present.

Working Conditions

Telework is available but is contingent on DMFEA's operational needs. Telework requires California residency.

This position may require travel to conduct investigations and attend meetings and training.

Desirable Qualifications

Experience conducting complex investigations in fraud, patient abuse, or drug diversion. Demonstrated ability to work closely with assigned prosecutors and Supervising Deputy Attorney Generals, and effectively organize a team of Special Agents to be high producers; effectively lead a team where there are several chains of command present; take leadership assignments. Must possess good judgment and leadership skills. Ability to communicate effectively (written and oral), work under pressure while assisting prosecutors to prepare cases for court, and meet deadlines. Experience in the collection and analysis of electronic evidence; understanding and utilizing complex automated Medi-Cal claims data systems; and establishing close working relationships with all levels of DOJ, including legal divisions and law enforcement. Experience with database timekeeping and case management. Knowledge of supervision principles and the Department's equal employment opportunity objectives.
