This executive leadership position serves as advisor to the Deputy Commissioner and provides administrative oversight for the fiscal, grants, contracts and budget units of the department by directing and/or supervising the creation and implementation of policies related to these areas.

Budget:

  • Provide indirect oversight and direction of the development of the over 850 page annual budget requesting an annual $1.5 billion in appropriations for the department.
  • Oversee the development of the budget, creation and review of new decision items, program descriptions and related budget materials.
  • Work with the department’s leadership to support the development of the internal budget and the processes for institutional reimbursement programs and fund allocations.
  • Help coordinate budgetary responses to legislative fiscal notes and prepare materials to respond to OA Budget and Planning and the House and Senate budget staff as needed.


Note: This unit is responsible for the BRASS system entries for the department and it works with a variety of institutional reimbursement programs including capital improvement projects statewide. This unit also coordinates the development and reconciliation of the annual cost allocation plan federally negotiated with the US Department of Labor. Tracking and forecasting funds and appropriations is included in this unit.

Fiscal:

  • Provide indirect oversight and direction of this unit, which includes all accounts payable, and revenue/cash receipt processes.
  • Support the supervision of the CAFR, SEFA, audits, the internal control plan and other areas as required.
  • Provide support in the direction relating to SAM II administration, ERP/MOVERS implementation, spending plan reports, tracking and reporting for special projects and fiscal policies.


Note: This unit oversees the chart of accounts and administers the SAM II system for the department. It also works with Missouri Buys and management of the online cash payments received for various programs.

Grants:

  • Provide indirect oversight and direction of this unit, which includes all aspects of grant lifecycles from application through closeout, including the state’s Workforce Innovation and Opportunity Act (WIOA) and Wagner-Peyser grants.
  • Provide support to the leadership for the unit which is responsible for the federal workforce grants and pass through funding to local workforce development boards, financial monitoring, review and approval of risk assessments and indirect cost rates, cost sharing, cash management and cash advances for sub grantees.


Contacts:

  • Provide indirect leadership for this unit, which is responsible for both vendor contracts and sub award contracts for grants.
  • Provide support in the oversight and direction as the unit coordinates with the Office of Administration’s Division of Purchasing for larger purchases per Chapter 34 of the state statutes and manages the contract lifecycle management system.
  • Provide support in the direction to staff regarding regular M/WBE reporting and FFATA reporting.

The overall administrative role for this position is to help coordinate the areas above across the department but also with department stakeholders. This includes conducting trainings and coordinating quarterly meetings for the chief financial officers of the public higher education institutions in Missouri. Additional coordination with Financial Managers Advisory Council (FMAC) and OA Purchasing meetings is also required. There will generally be special projects and other duties as assigned related to various department strategic initiatives. This position is expected to spearhead collaboration within the Office of Operations, focusing on process improvement of internal workflow and customer satisfaction.

  • Beneficial education and/or work-related experience includes technical or professional experience in accounting, business, finance or public administration or closely related area including multi-faceted direction and planning long with supervising staff, project management, planning functions, and policies and procedures
  • Supportive skills include: in-depth knowledge of the budget and state finance system, state and federal policies on budgeting and financing, higher education finance, legislative process and political system and familiarity with SAM II and BRASS preferred


* Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is beneficial
