Position Description

Under close supervision the Engineer I, performs pre-professional civil, mechanical, structural, or traffic engineering work in the field or office; assists in such projects as design, surveys, construction,
research, project management, review of construction documents for compliance to State and Local codes and regulation, and development of a wide variety of engineering projects.

Depending on assignment, incumbents perform various tasks throughout the City of Fresno which include but may not be limited to: calculating cost computations, entitlement cost and fees; preparing sketches and ensuring plans and specifications follow predetermined standards; performing onsite posting of legal notices; producing routine drawings from field notes, preparing and reviewing legal descriptions; preparing as-built drawings, reducing survey notes, preparing and maintaining maps, and plotting land divisions from written property descriptions; assisting in the estimates and requirements of water and sewer line extensions, streets, and other public improvement; providing traffic engineering input to various development entitlements; preparing engineering sketches, or geometric requirements for public and private roadways, parking lots, traffic signals, and street lighting; checking subdivision maps for code and compliance of vehicle access points, street layout, circulation, safety and convenience; reviewing construction projects, specifications, traffic flow, work site control; advising technical teams or community groups on traffic issues; analyzing traffic accident statistics and recommending prevention measures; conducting traffic studies; examining building and structure plans and specifications for compliance with the Mechanical or Building Codes, Noise Ordinance and Fire Code; assessing and approving building designs and consulting with architects, engineers, building designers, and contractors; maintaining records of all evaluations, approvals and assessments; developing code change recommendations and policy statements regarding engineering and architectural problems or mechanical and fire suppression provisions; preparing comprehensive reports and making recommendations; providing information to the public on assigned projects; and verifying and reviewing lot line adjustments, voluntary parcel mergers, dedication documents, and subdivision and parcel maps.

The Engineer I incumbents assigned to the Department of Public Utilities (DPU) will perform advanced-level civil design work and project management on projects at potable water well sites, surface water treatment facilities, wastewater lift stations, wastewater reclamation facilities, and drinking water and sewer conveyance pipelines. This work may include preparation of feasibility studies or master plans, research and technical report writing, grants administration, preparation of construction documents, and oversight of consultants on outsourced projects.

Incumbents in the Engineer I class may be promoted to the Engineer II class upon successful completion of the probationary period, one year of experience in the Engineer I class and
recommendation of the appointing authority. The current salary range for Engineer II is $7,991 to $9,713/mo. Some positions may offer hybrid work schedules, depending on assignment, approval of appointing authority and after successful completion of probationary period.

Multiple vacancies currently exist in the Capital Projects Departments; for these assignments the preferred degree is Civil Engineering. Immediate and future vacancies will be filled from this eligible list. The eligible list will be limited to two (2) months from the date the eligible list is created. The Engineer I/II classification exists in several departments. Therefore, the City of Fresno may choose to utilize this recruitment for future vacancies.

Pay,Benefits, & Work Schedule

UNIT 3 Classification - The Fresno City Employees Association, Inc. (FCEA)

HEALTH INSURANCE: The City contributes toward monthly premiums for PPO medical, dental and vision for employees and dependents.
FLEXIBLE SPENDING ACCOUNT: IRS 125 Plan for health and dependent care expenses.
DEFERRED COMPENSATION: Voluntary 457 plan with Fidelity Investments to increase your retirement savings.
VACATION LEAVE: Accrue 8 - 14.66 hours per month based on years of service.
SICK LEAVE: Eight (8) hours per month, available after 90 days
SUPPLEMENTAL SICK: 40 hours per fiscal year. 80 hours lifetime maximum.
HOLIDAYS: Ten (10) City-observed annual holidays plus birthday and two (2) personal days.
SHORT TERM DISABILITY: Provided through California SDI program.
BILINGUAL PREMIUM PAY: $100 per month.*
HEALTH REIMBURSEMENT ARRANGEMENT: Eligible retirees can use remaining Sick Leave balance at 80% of hourly rate and other leave balances, if applicable, to reimburse medical insurance and qualified medical expenses, tax free.
RETIREMENT: City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other CA public agencies. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.
DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits include ownership of accumulated funds, compound interest earnings, and alternative distribution options.

The Requirements

Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and does not assure a place on the eligibility list.

Applicants who are on track to graduate within the next 60 days are encouraged to apply and will be invited to the examination process but must supply proof of degree by time of appointment. This timeline may be extended at the discretion of the Personnel Director. Failure to provide proof of conferred degree by time of appointment will be cause for removal of consideration for Engineer I.

Possession of a bachelor's degree from an accredited college or university in Civil, Mechanical, Structural, Environmental, Electrical, Traffic Engineering, Architecture, Construction Management, or closely related field;

OR

Possession of an Engineer-In-Training (EIT) or Land Surveyor-In-Training (LSIT) Certification issued by the State of California Board of Professional Land Surveyors, and Geologists;

OR

Possession of a National Council of Architectural Registration Board (NCARB) Certificate or valid license as an Architect by the State of California Architects Board.

Selection Process

The selection process may consist of the following:

Written Examination - 100%: The written examination is designed to assess a candidate's knowledge in the following areas: surveying, maps, construction materials and practices, terms and definitions, engineering, codes and permits, building plans, water distribution systems, mathematical computations, interpersonal skills, and safety. Candidates must achieve a passing score to qualify for the eligible list.

The written examination has been tentatively scheduled for the week of July 15, 2024.

Veteran Preference Regulations

Qualified veterans who pass the examination may obtain five (5) additional points. Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested.
