Summary

ABOUT THE DEPARTMENT:
The Finance Department manages the financial activities of the County in accordance with generally accepted accounting standards, with prudence, integrity, and transparency. The Department is comprised of four sections with 20.50 FTE: Accounting and Financial Reporting, Budget and Financial Planning, Tax Collection, and Procurement Office. The Budget & Financial Planning section has 3 FTE. The Budget and Financial Planning Manager position is an exciting opportunity for an innovative and collaborative professional to contribute to the success of the central Budget Office and County organization.

ABOUT THE JOB:
Deschutes County is seeking an experienced budget professional to lead the day-to-day operations of the Budget Office. This is an opportunity to work in a dynamic county with a reputation for excellence in financial management, as evidenced by our Aa1 bond rating, Commissioner-adopted financial policies, and longstanding recognition for our budget documents. The Budget and Financial Planning Manager plays an important role in the County’s financial decision-making and interacts regularly with department directors, the executive team, and the Board of County Commissioners.

Key Responsibilities:
  • Manages and oversees the planning, development, publishing, and implementation of the County’s annual budget process, including developing and publishing the proposed and adopted budget book and other related documents, such as narratives, graphs, charts, tables, schedules, and Legal FTE reports.
  • Provides authoritative decision support to the Budget Committee, Board of County Commissioners, and County Administrator regarding budget development, fiscal viability, legal FTE, long term financial planning, financial forecasting, risk management, trend analysis and County business intelligence.
  • Manages, develops, prepares, and presents complex financial analyses and forecasting models, develops revenue and expenditure forecasts; identifies trends impacting the allocation of budget resources; recommends County budget strategies; develops internal service rates; analyzes and creates County-wide personnel projections and staffing analysis.
What You Will Bring:
Knowledge of or experience with:
  • Government finance and budgeting, specifically Oregon Local Budget Law.
  • Experience leading and supervising professional employees.
  • Advanced analytical skills, and familiarity with information systems, specifically experience with Tyler Munis and Workiva preferred.
  • Ability to effectively communicate with others and present complex financial information.
Skill in:
  • Managing the development, implementation, and monitoring of the County’s budget.
  • Interpersonal communication, principles of leadership, directing and leading staff, delegating tasks and authority, evaluating and coaching to improve staff performance.
  • Conducting financial analyses, recommending County financial and budget strategies, and producing professionally written documents with clearly organized thoughts and concepts.

Compensation

$8,729.19 to $11,697.96 per month for a 172.67 hour work month. Excellent County benefit package when eligible. This position is available immediately.

Minimum Qualifications

  • Bachelor’s degree in Accounting, Finance, Statistics, Business or Public Administration;
  • AND five years of public sector financial and budget analysis, forecasting, and budget preparation experience;
  • OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the job.
Preferred Qualifications :
  • Experience in public budgeting within a local government organization in accordance with Oregon Local Budget Law.
  • Experience managing a centralized budget office in the public sector.
  • Experience with Tyler Munis ERP System and Workiva software.
  • Experience with Microsoft Power Query.


Necessary Special Requirements

The employment offer will be contingent upon pre-employment screening for criminal history and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). These screenings must be completed with satisfactory findings in order for a formal offer of employment to be extended.

Physical Requirements. Must have the ability to work in an office that is environmentally controlled; possess sufficient hand coordination to perform keyboarding and data entry; arm/hand movements to retrieve work materials and operate a variety of general office equipment. The position is frequently required to sit, walk, stoop, bend, kneel, reach, stand, grasp, talk, hear, see, and may occasionally lift up to 10 pounds.
