Reporting relationship: The State Highway Safety and Traffic Engineer (SHSTE) reports to the Chief Safety and Operations (CSOO) Officer of MoDOT. This highly responsible position provides oversight in the development and implementation of policies and guidelines for state highway safety and traffic issues and provides support services for the development of projects in the statewide transportation improvement program.

Principal Responsibilities: The State Highway Safety and Traffic Engineer provides direction to units within the highway and traffic division such as traffic systems, highway safety programs, and traffic operations. This position also develops best practices for traffic operations by working with districts, other state departments of transportation, and industry personnel. The State Highway Safety and Traffic Engineer coordinates with cities, counties, federal and state agencies, elected officials, and other organizations concerning traffic and highway safety issues. The State Highway Safety and Traffic Engineer is also responsible for the planning and management of the division’s work plan and budget.

  • Provides direction for statewide traffic management, traffic operations, and highway safety through the development of policies, goals, and guidelines; provides support to the districts in interpretation of policy and technical assistance.
  • Implements activities associated with the department's business plan that specifically relate to traffic management and operations.
  • Develops and implements statewide management and operations initiatives.
  • Provides statewide quality assurance of traffic management, traffic operations, and highway safety policies and functions.
  • Oversees outsourcing contracts for sign production, striping, administration of the logo signing program, and other areas as needed.
  • Performs other responsibilities as required or assigned.


Minimum Qualifications:

  • A Bachelor’s Degree in Engineering from an ABET-accredited college or university.
  • Licensed as a Professional Engineer in the State of Missouri.
  • Over nine years of experience in highway or transportation engineering.


Preferred Qualifications:

An outstanding track record in managing complex and diverse internal operations as well as evidenced success at achieving real results.

At least five years of progressively responsible management experience. This should include:

  • Proven leadership skills, including a positive history of working collaboratively to establish rapport and credibility among the staff and multiple stakeholders.
  • Proven track record of effective use of organizational performance management practices, innovation, and accountability measures.
