Job Description

Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Either 1. six years’ experience* in the construction, operation, or maintenance of a park or recreational facility in a park setting; two years of this experience must be at a supervisory level;

Substitution: Associate degree in a related field can substitute for two years of specialized experience; a bachelor’s degree in a related field can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

** Degrees in other fields will NOT be substituted in lieu of the specific specialized degrees listed above.

Transfer Opportunity: Candidates must be current New York State employees and have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.

A park or recreational facility within a park is defined as a location that offers at least three of the following elements: ballfields, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.

*If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description

Under the direction of the Regional Maintenance Engineer, the incumbent will manage the Building Trades and Fleet Management section within the Allegany Regional Maintenance Department. This section includes carpenters, masons, painters, the Regional Sign Shop, and the Regional Motor Equipment Repair Garage. Duties include, but are not limited to:
• Provides managerial oversight for all day-to-day operations within assigned units, including checks of, and support for, all ongoing projects. Provides intensive field oversight as needed or assigned.
• Provides daily direct supervisory oversight over crew leaders for each unit and informs or otherwise directs prioritization of projects and workload for each unit in consultation with the Regional Maintenance Engineer and each unit’s crew leader.
• Work in collaboration with Regional Maintenance Engineer and other external operational facility management and department heads to coordinate and execute various tasks and projects, including scheduling of work and maintaining project schedules once work is started.
• Ensures compliance with Agency and Regional policies and procedures while effectively and efficiently executing departmental obligations.
• Plans, assigns, and assists with the creation and completion of projects that contribute to the operation and maintenance of facilities within the Allegany Region.
• Instructs, provides training, monitors, and evaluates staff to ensure that assigned tasks are completed correctly, safely, and in a timely fashion.
• Develops performance programs and formally evaluates staff performance, identifying, recommending, and facilitating training opportunities to help staff improve skills and abilities.
• Helps develop budgets for assigned regional maintenance units.
• Manages assigned budgets for discretionary spending and seasonal employees.
• Assists in the development of capital project needs and requests.
• Manages inventories of assigned departmental equipment and vehicles and ensures proper maintenance thereof.
• Evaluates and ensures the readiness and availability of equipment and staff for assigned units to meet the requirements of unscheduled emergencies.
• Attends recurring management-level meetings within the Region.
• Conducts section-wide meetings on a continuous basis to ensure communication of priorities and dissemination of necessary information.
• Participates in and helps facilitate weekly interdepartmental meetings within Regional Maintenance to coordinate with the utilities and transportation infrastructure section manager and Regional Maintenance Engineer.
• Develops maintenance programs as needed to ensure proactive measures are being taken to avoid operational interruptions.
• Maintains activity reports along with other required written records.
• Assist in emergency response functions as assigned.

OPERATING NEEDS:
• Must possess in-depth knowledge in at least two trade areas which will be under the purview of this position, one of which must be related to the following: commercial carpentry, stone masonry, automotive, or diesel mechanics.
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must be willing and able to respond to emergencies and answer calls outside of the normal work schedule.
• Must possess effective communication skills and the ability to understand written material and instructions.
• Must be proficient with Microsoft Office programs such as Excel, Outlook, Word, etc.
• Must be reliable, flexible, and willing to work in a team setting.
