ABOUT THE POSITION

The City seeks a solutions-focused team player that is passionate about public service and well-versed in grant management and administration. The successful candidate will be a professional with exceptional project management skills who can organize, prioritize and process large volumes of documentation on time, on budget, and with intense attention to detail.

Under the general direction from the Director of Economic Development, the position is responsible for the administration, management, implementation, and monitoring of the City's Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) programs, any remaining needs of the City's Successor Agency and Housing Successor Agency, and other housing programs to ensure compliance with all applicable federal, state, and local program guidelines and requirements.

* The position title is currently "Housing Manager" and is anticipated to be updated to "Housing Grants Manager" to align with the assigned duties. The position title change is expected to take place during the budget approval process by July 1, 2024. * This position is classified as an "Executive, Mid-management, Confidential Exempt" position.

This position is FLSA exempt, non-represented, and serves in an "at-will" capacity. Salary and benefits are established by City Council Resolution for classifications designated as Executive, Mid-Management, Confidential/Exempt.

EXAMPLES OF ESSENTIAL FUNCTIONS

The following examples are intended to describe the general nature and level of work performed by persons assigned to this classification

  • Administer and implement the City's Community Development Block Grant (CDBG) program in compliance with federal citizen participation requirements including preparation of reports, as required by HUD, including but not limited to the One-Year Action Plan annual funding application, a Five-Year Consolidated Plan, an annual CAPER document, and Quarterly Financial Reports including the use of IDIS;
  • Responsible for the management and completion of all CDBG and HOME funded projects, construction bid packages, monitoring reports, public notices, and compliance with lead based paint requirements;
  • Responsible for the management and completion of drawdown requests to HUD for reimbursement of expended funds on a quarterly basis, or more frequently as directed;
  • Responsible for the coordination and implementation of annual funding to social services agencies;
  • Manage the City's housing funds for affordable housing opportunities, including determining project eligibility, pro-forma review, monitoring of programs to assure compliance with state and local requirements;
  • Oversee day to day management of the remaining business needs of the City's Successor Agency and Housing Successor Agency activities including interaction with the Successor Agency and Oversight Board;
  • Oversee and monitor the performance of contractors and consultants to ensure compliance with federal, state, and local requirements: negotiate, prepare and administer contracts and agreements;
  • Develops and administer acquisitions, owner participation, and disposition and development agreements;
  • Develop and evaluate Requests for Qualifications, Requests for Proposals, and development proposals;
  • Prepare project costs estimates, secure and administer project funding;
  • Administer all Housing Authority programs;
  • Serve as technical advisor to City staff, decision making bodies, and various City Boards and commissions on housing matters;
  • Prepare and complete all relevant Committee, Authority, Agency, Board and City Council staff reports and memoranda;
  • Attend public and committee meetings, both during and after regular work hours as required;
  • Select, direct, assign, train, and evaluate professional and administrative support personnel under immediate supervision;
  • Perform other related duties as assigned.


QUALIFICATIONS

Any combination equivalent to experience and education that could likely provide the required skills, knowledge and abilities would be qualifying. A typical combination is:

Education: A Bachelor's degree from an accredited college or university in Planning, Public Administration, Business Administration or a closely related field.

Experience: Five (5) years of increasingly responsible administrative experience, with at least two (2) years of direct supervisory experience preferred. Prior experience with grant or contract administration and knowledge of federal or state contracting procedures is required. Governmental/municipal agency experience is preferred. The qualified applicant must be proficient in the use of MS Office programs including Word, Excel, PowerPoint, and Access plus additional experience in the use of the Department of Housing and Urban and Development's Integrated Disbursement Information System (IDIS) or other online state and federal grant databases.

Knowledge of: Demonstrated knowledge of CDBG, HOME, and AB x1 26 (Dissolution Act) or any other federal, state, or local programs applicable to housing and economic development; knowledge of principles and practices of grant administration and compliance; knowledge of procedural requirements of development, including planning processes, land acquisition/disposal, relocation, and property rehabilitation.

Ability to: Supervise assigned personnel; research, identify, and analyze and apply grant requirements; administer complex, high-volume grant programs; provide technical guidance and assistance regarding terms, conditions, and expectations of grant programs; interpret and apply federal, state, regional, and local policies, procedures, and regulations; coordinate several concurrent projects and various stages of completion; communicate and deal effectively with a variety of individuals and groups including developers, property owners, consultants, architects, engineers, and the general public; collect, analyze, and organize data into accessible narratives, distilling complex data and analyses into meaningful presentations that clearly articulate findings and recommendations to both technical and non-technical audiences; maintain financial tracking and reporting systems using spreadsheets, databases, and other software; schedule work, set priorities, and monitor work progress; analyze issues and draw logical, supportable conclusions; communicate in an effective manner with those encountered in the performance of duties such as interest groups and governmental agencies. A qualified candidate should possess strong presentation and networking skills with the ability to make strong oral and written reports.

Bilingual skill in Spanish/English is desirable.

License: Due to the performance of field duties which may require operation of a motor vehicle, a valid California Class C Driver's License is required, in addition to an acceptable driving record at the time of appointment and throughout employment.

ADDITIONAL INFORMATION

California Department of Motor Vehicle (DMV) Pull Notice System: An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of Downey. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.

Physical Tasks and Environmental Conditions: Work is performed in an office environment with moderate noise levels; duties require the ability to hear, speak, touch, and see. Travel may be required due to business related trips via auto or other forms of transportation. Work is generally performed in an intermittent or prolonged sedentary position at a work station using a keyboard and personal computer requiring sitting and occasional reaching, bending, stooping, kneeling, pushing, and pulling to open or closed file or desk drawers. Intermittent to prolonged finger dexterity is required to file or operate general office equipment, including a keyboard in the preparation of reports using a personal computer. The duties will require intermittent periods of walking or standing at a counter or during presentations or business encounters involving offsite meetings. Occasional lifting and carrying materials or files at waist level weighing up to twenty-five (25) pounds is required with seldom overhead lifting. Flexibility to work hours outside of the regular work schedule, including evenings or weekends to attend business meetings or community events.

Selection Process: Selection/Testing Process:
