Regional Government Services (RGS) and its staff are conducting this recruitment on behalf of the Castro Valley Sanitary District.

The Position

The Application Support Specialist coordinates and manages activities related to the support, deployment, configuration, and usage of departmental application systems at CVSan.

The incumbent will assist with application system selection, implementation, project coordination, management of interfaces, application setup and configurations, business process reviews, and custom reporting. The Application Support Specialist provides expert troubleshooting, resolution, and reporting on business application issues and performs a variety of professional administrative, analytical, and technical activities related to the support, deployment, configuration, and use of municipal business application systems, particularly ERP systems.

The individual in this role will primarily be responsible for the professional analysis of system operations, report generation, business process review, and providing support to business system users.

About the Organization

The Castro Valley Sanitary District is a small public agency located in the San Francisco Bay Area - East Bay region. The District employs 23 regular, full-time employees and is governed by five (5) elected Board of Directors. As a California Special District, CVSan has responsibility for the operation and maintenance of the sanitary sewer collection system and the provision of solid waste services within the unincorporated community of Castro Valley.

The District also oversees the administration of a refuse collection franchise, District's 25% interest in a wastewater treatment facility, the implementation and administration of State and local mandated recycling programs, as well as its participation in sub-regional wastewater discharge and solid/hazardous waste management agencies. The District has a Zero Waste goal by the year 2029. Quality service and reasonable rates are standard practice at the District and this year, CVSan celebrates 80 years of protecting public health and the environment.

Typical Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge and abilities qualifies a candidate for the position. Typical education, training, and experience may include:

  • Bachelor’s degree from an accredited college or university with major coursework in computer science, information technology, business administration, or a related field.

AND

  • Three (3) years as a business or systems analyst, supporting a broad range of local government agency departmental application systems, including business process improvement, and applications administration, implementation, and upgrades.
  • Five (5) years of general IT support or IT analysis (or similar) for a small to medium-sized organization supporting similar applications.
  • One (1) year of experience in coordination and/or project management of applications implementation or upgrades.

License and Certification:

  • Must possess a valid California Class C driver’s license and have a satisfactory driving record. Must possess or obtain Cardiopulmonary Resuscitation, AED, and First Aid certificates within a time period specified by CVSan.

Remote Screen Interview Exam - (Pass/fail) Candidates who pass the application assessment will be invited to a Remote Screen Interview Examination to evaluate training, experience, and other job-related qualifications for the position. The Remote Screen Interview will be conducted via a video conference platform and is tentatively scheduled for mid-July, 2024.
