The Tulare County Public Works Department is seeking highly qualified candidates for the position of: Land Surveyor IV.

The Land Surveyor IV position is a crucial managerial role within the professional Land Surveyor series. Registered as a professional land surveyor, you'll bring extensive knowledge and a deep understanding of land surveying principles and practices. Under the general direction of the County Surveyor, you will oversee both the direct and indirect supervision of professional land surveying staff and support personnel. This position builds on the qualifications of the third level, offering a unique opportunity for further career advancement and professional growth.

Typical Duties

Act as supervision engineer, directing and assisting staff at various phases for a variety of projects. Perform complex work pertaining to right-of-way calculations, legal property descriptions. Provide opinions on boundary disputes between the County and other property owners. Assist in the preparation of office and field standards. Prepare and assist in the preparation of the annual division budget. Determine staffing needs, interview, select and train new employees. Review, approve, seal, and sign on behalf of the County, records of survey, parcel maps, subdivision maps, corner records and other documents needing approval by a Professional Land Surveyor.

Minimum Qualifications

Education : Equivalent to graduation from an accredited college or university with major course work in geomatics engineering, land surveying or a closely related field.

Experience : Four (4) years of progressively responsible experience.

Education and Experience Equivalency : Eight (8) years of progressively responsible qualifying experience in civil engineering or land surveying, one of which in a lead supervisory capacity, may be considered in order to meet the education and experience requirements.

Knowledge of: All phases of surveying and mapping, basic laws, court decisions, federal and State regulations, and established procedures involved in performing or reviewing surveys. Surveying and mapping laws, and regulations affecting surveys and boundaries. Land records, legal land descriptions, coordinate systems. Project management, such as documentation, survey and inspection requirements, public relations, contractor relations, and employee relations. Legal aspects of real property, rules of evidence and their application to property ownership problems and adverse possession. Personnel management and supervision; cost analysis and budget preparation.

Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers. Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment. Delegate responsibilities, think critically, make decisions, and solve problems and resolve conflicts. Plan and organize multiple survey projects. Administer surveying programs. Excellent communication and negotiating skills. Analyze and resolve administrative problems. Revise priorities based on agency or public need, supervise complex and difficult surveys. Write agenda items for scheduled Board of Supervisors meetings. Assist with policy development. Interview job applicants.

Evaluate employees' performance. Approve work schedule of all subordinate functions and monitor work in progress.

License or Certificate: Professional Civil Engineer or Land Surveyor registration issued by the California Board for Professional Engineers, Land Surveyors and Geologists. Possession of, or ability to obtain, an appropriate, valid California driver's license.

Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave : 12 set days and 1 personal holiday.

Vacation Accrual :

2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual : 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.

Group Term Life Insurance : $10,000; Provided by Standard Insurance Company.

Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled. Provided by Standard Insurance Company.

Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation : A voluntary deferred compensation plan is available.
