Job Description

Current vacancy with the Tulare County Information and Communications Technology Department located in Visalia. Vacancy may be filled at Level I or Level II depending on qualifications. This recruitment will establish an employment list to fill current and future vacancies. The anticipated life of the list is six months.

*This position is scheduled to receive a 3% cost of living adjustment on 6/30/2024.

Typical Duties

Providing specialized support for client applications, including day-to-day monitoring and analysis of system operation, security and business continuity; ensures scheduled operations and tasks are performed as required by client; coordinates and implements all departmental application software installations and patches, including appropriate testing and notification of stakeholders; coordinates the implementation of new systems and major revisions between IT staff, clients, and vendors; develops operating policies, procedures, and standards and ensures adherence by documentation and evaluation of client feedback; coordinate and facilitate meetings, in person or via conference call, and prepare materials, agendas, minutes (including action items) and presentations; learn, understand and assist with documentation of client business processes related to support of current and future applications; communicate application problems and issues to key stakeholders, including IT and client management, IT Client Specialists, development teams, and clients; evaluate documented resolutions and analyze trends for ways to prevent repeated future problems; collaboratively prioritize, schedule, and administer all instances where enhancements and defect resolution are required; conduct research into software application products and services in support of development and purchasing efforts; provide support for the testing of new and existing software applications under development or consideration for purchase; assist with the development of specifications, process models, written procedures, and charts to support department application purchases; attend client application user group meetings/conferences as a representative of County of Tulare.

Minimum Qualifications

Education- Graduation from an accredited college or university with a Bachelor’s Degree in Computer Science, Management Information Systems, Business Administration, or related college degree (In lieu of degree, four years of work experience in a computer related field will be accepted)

Experience: LEVEL I: One year of progressively responsible experience in application/systems analysis, application/systems design/ development, application/systems maintenance, and application/systems documentation. LEVEL II requires: Three years of progressively responsible experience in application/systems analysis, application/systems design/development, application/systems maintenance, and application/systems documentation.

Knowledge of: Database structure and administration; current business and technical processes of county government; business analysis activities including; enterprise analysis, requirements planning and management, communications and solution assessment and validation; business process flow, network and application topology diagrams; trends in technology relating to software applications; terminology or nomenclature relevant to today’s computer industry; current computer equipment and software and its use.

Skill/Ability to: Read, interpret and apply complex technical information and contracts; prepare clear, concise reports and correspondence using correct grammar, punctuation and spelling; Conduct research into software development and delivery concepts, as well as technical application issues; successfully manage multiple concurrent assignments; effectively organize and interpret data; develop recommendations and assist with solution implementation; work effectively in a team; present ideas in business-friendly and user-friendly language; demonstrate sound task management skills and analytical ability. Level II also requires skill/ability to work effectively on a team or independently with minimal supervision; interact extensively with clients with limited supervision.

License or Certificate: Possession of or ability to obtain an appropriate, valid California driver's license.

DESIREABLE REQUIREMENTS

Knowledge of: Applicable state and federal statutes and regulations, and local ordinances, policies, and rules related to the County; Governmental budget process sufficient to prepare and monitor departmental purchases; business development strategies and practices; project management principles and practices.

License or Certificate: Certified Business Analysis Professional (CBAP CLIENT CONSULTANT) training; Certified Associate in Project Management (CAPM) training.

Retirement:
The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave: 12 set days and 1 personal holiday.

Vacation Accrual:

2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.

Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

Disability Insurance:
Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation: A voluntary deferred compensation plan is available.
