Lead Training and Education Specialist (Human Resources Business Partner)

CalOptima Health is seeking a highly motivated an experienced Human Resources Business Partner to join our team. The Human Resources Business Partner (HRBP) will provide varied and complex human resource consultation on Human Resources (HR) and organizational issues through the implementation of strategic initiatives and processes in Training and Education (T&E). The HRBP will serve as a key contributor and liaison on T&E matters, including needs analysis, help compile a comprehensive learning and development plan to support the organization recommendations for people intervention training program to strengthen management relationship/team building, HR process improvement initiatives, HR policy review and developing documentation and training content and materials to support multiple organizational project initiatives. The incumbent will work with internal customers to develop tailored solutions and will implement key HR initiatives agency-wide to meet business needs requiring a high degree of professional, organizational, interpersonal knowledge, skill and sensitivity. The incumbent will work independently, provides day-to-day lead work, trains and advises others and exercises confidentiality, discretion and judgment within the HR department and with CalOptima Health's stakeholders.

Duties & Responsibilities:
  • 75% - HRBP Responsibilities
    • Participates in a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
    • Identifies training needs and assists the T&E function in aligning training programs with business objectives.
    • Attends collaborative group meetings with external and internal stakeholders as needed.
    • Reviews and analyzes trends and relevant T&E metrics to determine training effectiveness, proactively develop solutions, T&E programs and policies.
    • Creates custom trainings for specific departments and/or organization-wide from scratch or from parts of existing trainings to meet specific messaging, address behavioral, or organizational goals.
    • Manages projects on various training initiatives by organizing, planning, tracking, and directing the specific training project to completion.
    • Creates, maintains and manages medium to large training project plans.
    • Develops effective training materials utilizing a variety of media as needed.
    • Reviews published materials and recommended revisions or changes in scope, format, and content.
    • Consults with business partners to improve learning outcomes for both internal and external populations.
    • Works with management on people intervention training programs to strengthen management interventions around conflict and risk.
    • Works with management to promote and revise the competency framework and how it is used to record workforce strengths, development areas and succession planning opportunities.
    • Partners and consults with other department subject matter experts to determine training assessments and needs.
    • Participates in department reorganizations including analysis of current structure/career progressions, reviewing the distribution of functions and span of control, developing a reorganization proposal and determining resources to facilitate.
    • Maintains knowledge of HR policies and procedures to ensure that the development of training is aligned to contents of training programs.

  • 25% - Lead Responsibilities
    • Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department.
    • Serves in a consultative and day-to-day lead role to the department in developing, coordinating, and enforcing systems, policies and procedures.
    • Coaches, mentors, leads and serves as a subject matter expert for the T&E team as well as providing day-to-day project priority and quality review of work produced by the team.
    • Serves as a backup in the absence of the manager in overseeing the T&E team.
    • Collaborates with other HR T&E team members on implementing innovative and inclusive training strategies.

  • 5% - Completes other projects and duties as assigned.

Minimum Qualifications:
  • Bachelor's degree in public administration, business administration, human resources management or related field required.
  • 6 years of progressively responsible human resources experience, of which 4 years of experience must be in training and development, required.
  • 4 years of experience with Adult Learning Methodologies, Learning Management System and facilitation, required.
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above may also be qualifying.

Preferred Qualifications:
  • Public sector training and development experience.
  • Familiarity with Medi-Cal/Medicaid.
  • Working experience with authoring tools such as Captivate and Storyline.

  • Work is typically indoors and sedentary and is subject to schedule changes and/or variable work hours, with travel as needed.
  • Employee will occasionally work outdoors in varied temperatures.
