About the Project Management Office Team: Our team provides centralized IT project management for technology projects across all County departments. We use standard project management principles, processes, tools, and software to ensure project delivery and success.

ABOUT THE POSITION

There are two (2) vacancies in the IST Department, both of which may be filled at either the Advanced or Senior level. To be considered for the Advanced level, you must submit a separate application for that level.

The Senior IT Project Manager (Senior Systems Engineer) works with a team of IT professionals to manage the delivery of IT projects ranging from software development to application development to hardware implementation. The Senior IT Project Manager is responsible for all phases of the project lifecycle from project initiation, planning, and design, to execution, monitoring, controlling, and closure, and provides ongoing project status and resource reporting to the PMO Manager for roll-up to senior management. The Senior IT Project Manager will collaborate with stakeholders to develop project goals, objectives, and timelines. Additionally, they may handle Requests for Proposals (RFP’s), contract management, and manage vendor relationships and related business activities.

The Senior level engineer is the technical specialist level in the series. Under direction, engineers at this level ensure that assigned projects are successfully delivered, tasks are properly documented, and processes are designed with a focus on continuous improvement and full lifecycle management. As a senior, this engineer is expected to handle projects independently and provide guidance to less experienced team members. They will also be required to present in front of a diverse audience.

Remote Work Options: Some duties for this position may be performed remotely and options for a hybrid (telework/onsite) work schedule are available. However, the successful candidate must be able to report to County facilities for various meetings and work assignments upon short notice, as needed, and when deemed appropriate.

Current Vacancies: The IST Department is currently recruiting for two Project Management Engineer vacancies:

Property Assignment (Three-year Fixed-Term): This assignment will focus on a Property Tax Systems implementation and will liaise mainly between subject matter experts in IST, the Department of Finance, and the Department of the Assessor-Recorder-County Clerk. This position reports to the IT Manager - Land Use, and will follow policies, procedures, and standards set by the PMO program. This position may be extended beyond the three-year term or end sooner depending on staffing needs and funding.

General PMO Assignment: This position will manage various projects across County departments and participate in building the PMO Program as assigned by the IT Manager - PMO. This assignment does not have a funded term limit.

ABOUT YOU

Our Highly Qualified Candidate has experience managing a variety of IT projects and can work independently without extensive supervision. They possess significant knowledge of project management best practices, tools and terminology, such as Issue Log and Communication Matrix. They have utilized project management applications such as Asana and are familiar with common Microsoft Office products such as Word, Excel, PowerPoint, and Visio. This candidate has a proven track record of completing projects on schedule and can also identify project risks and provide mitigations and diagnose problems quickly to come up with workable solutions. Additionally, the Senior IT Project Manager is an effective communicator both verbally and in writing, who can present to and collaborate with diverse groups of people, including users, subject matter experts, non-technical users, senior leadership, and project sponsors.

Familiarity with the operating practices and organizational structure of a public-sector agency and certifications such as Project Management Professional (PMP), Program Management Professional (PgMP), and Portfolio Management Professional (PfMP) are highly desirable.

For the Property assignment, experience with projects related to Property, tax data and/or mapping is helpful but not required.

MINIMUM QUALIFICATIONS:
Any six-year combination of recent professional experience and/or relevant computer science coursework that demonstrates the necessary knowledge and abilities. A typical way of achieving these requirements would be graduation with a bachelor’s degree from an accredited program in computer science or a related field.

  • Fifteen (15) semester units of computer science coursework from an accredited program and in a discipline relevant to the assignment is equivalent to a full year of related professional experience that has provided the required knowledge and abilities of the role.
  • Required education may be substituted with related professional experience on a year for year basis.
  • Internships completed in conjunction with coursework are excluded from being credited towards work experience, if they are counted towards educational requirements.
  • Recent experience is defined as experience gained, in part, in the last five years or longer, if technically relevant.
Special Requirements: The successful candidate may be required to successfully complete a livescan background investigation.
