Civil Engineer I
Department of Community Development

Full-Time, 12 Months

Exempt, Pay Grade 33

Job Summary/Objective:

Performs professional engineering, technical, and administrative work related to the planning, design and inspection of land development and public improvements; assures compliance with the County ordinances; does related work as required.

Essential Functions:
  • Reviews applications and development applications for compliance with the zoning, subdivision, and water protection ordinances, and the department policies (includes VSMP/VESCP, subdivisions, site development, & other development matters).
  • Manages and/or participates in the inspection and acceptance of streets, drainage, stormwater management, and related improvements.
  • Provides service to County offices, the development community, and the public in regard to engineering matters.
  • Assists in the formulation of strategic plans and long-range programs.
  • May participate in the preparation of division operations and budget.

Competency: Knowledge/Skills/Abilities:
  • Thorough knowledge of the theory, principles and practices of civil engineering related to erosion and sediment control, stormwater management, and general land development.
  • Thorough knowledge of modern methods and techniques as applied to the design, construction and maintenance of erosion and sediment control best management practices and stormwater management facilities.
  • General knowledge of land surveying methods and techniques.
  • Thorough knowledge of the principles, practices, and techniques of engineering drafting.
  • Working knowledge of computers, Microsoft Office 365 tools, and other tools required for the successful execution of this position.
  • Ability to read and interpret development plans, specifications, calculations, topographic maps, and local, state, and federal regulations.
  • Ability to establish and maintain effective working relationships with County officials, staff, development community, and the public.
  • Ability to express ideas clearly and concisely, orally and in writing.
  • Ability to prepare technical reports.

Required Education and Experience:
  • Any combination of education and experience equivalent to graduation from an accredited college or university with major work in civil engineering.
  • Eligible for registration as an Engineer-In-Training.
  • Certified DEQ Combined Plan Reviewer within one (1) year.

Physical and Mental Requirements:
  • Occasional walking over difficult terrain, lifting and carrying moderate weight (15-20 lbs.) objects, and exposure to adverse weather conditions.
  • Occasional operation of a vehicle, office tools, and field measurement equipment required.
  • Tasks requiring consistent alertness to avoid potentially hazardous conditions.
  • Regular contact with the public, staff, developers, and design professionals.

Remote Work:

This position is not eligible for a hybrid remote work schedule. All County staff must maintain residence within the Commonwealth of Virginia.

Salary Range:

The hiring range for this position is $33.98 - $37.56 per hour (approx. $70,682 - $78,122 per year). Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
