SOCIAL SERVICES DIVISION
The Health and Human Services Agency’s Social Services Division strives to improve the quality of life for the residents of El Dorado County. They help residents meet basic needs and ultimately become self-sufficient by offering the following services: CalFresh, CalWORKs, General Assistance and employment services.

THE OPPORTUNITY
Provide employability services to eligible applicants; apply program regulations and procedures; assess employment potential and barriers that interfere with securing and maintaining employment; identify needs for social and health services, and makes referrals; collaborate with partner agencies and employers; use an automated system to maintain and monitor participants' records and generate reports; may determine the eligibility of applicants and recipients for public assistance programs through interactive interviewing and fact gathering.

The selected candidate will have the opportunity to:
  • Utilize Motivational Interviewing techniques, interview and evaluate eligible program participants' employability to assist participants in achieving self-sufficiency employment.
  • Administer and interpret vocational assessments.
  • Assess clients' employment and education history; identify employment related skills, abilities, and barriers; develop goals and plans to improve skills and abilities and overcome barriers; provide career guidance and employment and training counseling; provide labor market information related to local employment possibilities; and as appropriate, refer clients to employment related educational and training opportunities.
  • Refer clients to other staff members or to community resources for direct and intensive services and specialized counseling as necessary; advocate on clients behalf for most suitable services including enabling services.
  • Assist applicants and recipients in utilizing available resources.
  • Make home visits in connection with casework assignments.

Human Resources will assess your application to determine if you are minimally qualified using the following minimum qualifications:

Employment and Training Worker I:
One (1) year of full-time experience performing duties equivalent to the County's classes of Eligibility Specialist II or Social Worker I;

OR

Six (6) months of full-time experience performing duties equivalent to the County's class of Eligibility Specialist II; and completion of 15 semester (22.5 quarter) college units in career planning, vocational guidance principles, personality development, occupational testing and measurement, or counseling preparation;

OR

Six (6) months of full-time experience providing case management, vocational guidance, employment counseling or employment placement services; and completion of 15 semester (22.5 quarter) college units in career planning, vocational guidance principles, personality development, occupational testing, or counseling preparation;

OR

Equivalent to a bachelor's degree from an accredited four-year college or university in social services, human services, business, liberal studies, or a closely related field.

Employment and Training Worker II:
One (1) year of full-time experience performing duties equivalent to the County's class of Employment & Training Worker I;

OR

Two (2) years of full-time experience performing vocational guidance, employment counseling or placement services; and completion of 15 semester (22.5 quarter) college units in career planning, vocational guidance principles, personality development, occupational testing & measurement or counseling preparation;

OR

Three (3) years of full-time experience performing vocational guidance, employment counseling, or placement services;

OR

Equivalent to a bachelor's degree from an accredited four-year college or university; and one (1) year of full-time experience performing vocational guidance, employment counseling, or placement services.

Licenses and Certifications:
  • Possession of, or ability to obtain and maintain, a valid California or Nevada Driver's License and a satisfactory driving record.

RECRUITMENT PROCESS
The Human Resources Department will screen all applications to identify qualified candidates. After screening , qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the recruitment process.

WRITTEN EXAMINATION
A written exam will be utilized to determine an applicant's ranking and placement on the eligibility list. The online examination date is 6/27/2024. If it is determined that you meet the minimum qualifications and are therefore eligible to participate, you will be notified by email at least one week prior to the examination.

If you have taken this examination within six (6) months prior to the scheduled date of the examination, your score will automatically be transferred to this exam and you are not permitted sit for this examination. If you have taken this examination from greater than six (6) months but within twelve (12) months prior to the scheduled date of the examination, you may elect to transfer that examination score or sit for the examination again; you must contact Human Resources prior to the scheduled exam date to request that your previous score be transferred.

A transferred examination score does not guarantee passing the current examination administration. Examination pass points are set in accordance with the EEOC Uniform Employee Selection Guidelines.
