The Marin County Department of Finance We are responsible for the powers and duties of the offices of the auditor, controller, tax collector, treasurer, and public administrator. We serve as a collaborative partner and fiscal advisor to the County government in their consideration of fiscal decisions and planning. ABOUT THE POSITION

The Accounting Technician is the highest technical level in the accounting support series, and therefore a strong understanding of accounting, auditing and reconciliation principles and practices is required for this role. The general duties of this position are described in the class specification .

Department of Finance :
Under the general supervision of the Accounting Unit Manager, our valued Accounting Technician performs a variety of technical, complex financial, administrative, and accounting support tasks and functions such as:

  • Reconciliation of bank accounts from bank statement to general ledger using a financial accounting system bank reconciliation module.
  • Reconciliation of general ledger cash clearing accounts
  • Creation of journal entries for bank and clearing account transactions.
  • Verification of investment activity and reconciliation of general ledger to bank and custodial account.
  • Prepare various fiscal reports.
  • Issue necessary and moderately complex fiscal entries and adjustments in the financial system.
  • Provide as needed support to Treasury Analyst, Accounting Unit Manager and Finance Division Chief, while serving as operational back up to Treasury specific tasks
There is currently one (1) full-time (37.5 hours per week) with the Marin County Department of Finance Treasury Division. This is an on-site position reporting to the Marin County Civic Center building located in San Rafael, CA.

Most work is performed on the computer using a variety of databases which include Excel, MUNIS ERP, and ExecuTime. Advanced knowledge of Excel is required and while knowledge of other systems is not required, the ability to learn new computer systems quickly, successfully enter data accurately, and extract date efficiently from several systems is essential.

ABOUT YOU

Our Highly Qualified Candidate is an excellent communicator in both written and verbal communications to internal and external audiences. We are looking for someone who is able to maintain accurate records, analyze data, prepare accurate reports, be proficient with spreadsheets, and has experience working with varied financial transactions. This person has the ability to clearly articulate and document appropriate accounting methodologies to be utilized in reconciling and recording bank and clearing account transactions as well as being able to confidently navigate financial accounting systems and utilize spreadsheets. The ideal candidate is experienced in the processing and knowledge of governmental accounting and has exposure to a banking or treasury environment. They are organized, dependable, accurate and able to work independently and as a team.. Proficiency with Munis or other large automated financial systems is also highly desirable.

KNOWLEDGE OF
  • Principles and practices of accounting and financial record keeping and report preparation.
  • Principles and practices of auditing and reconciling a variety of financial and accounting documents and records.
  • Computer applications related to the work, including word processing, spreadsheet, and database applications.

  • Standard office practices and procedures, including the operation of standard office equipment.
  • Basic budgetary principles and terminology.
  • Business arithmetic.
ABILITY TO
  • Perform specialized and complex accounting, financial and/or budgetary support work.
  • Prepare a variety of complex financial, accounting and statistical reports, journals and ledgers.
  • Review, audit and reconcile financial, accounting and budgetary documents and records.
  • Enter a variety of information into automated financial, accounting and statistical reporting systems.
  • Interpret, understand, and explain complex accounting and financial policies, procedures and transactions.
  • Conduct accounting, financial and budgetary research.
  • Make accurate financial and statistical calculations.
  • Prepare accurate and timely billings and reports.
  • Organize own work, setting priorities and meeting critical deadlines.
  • Provide lead direction to staff on a day-to-day or project basis.
  • Establish and maintain effective working relationships with those contacted in the course of the work.
Minimum Qualifications:
Typically, equivalent to completion of two years of college (60 semester or 90 quarter units) with major course work in accounting, bookkeeping or a field related to the work AND two years of accounting or financial office support experience. Additional experience as outlined above may be substituted for the required education on a year for year basis.
