The Planning, Development, and Sustainability Department is seeking a CLIMATE ACTION PROGRAM MANAGER to join their team. This position provides leadership, staff supervision, coordination and direction for the Climate Action Program in the Planning, Development and Sustainability Department. Serves as the subject matter expert responsible for incorporating sustainability, climate change, energy and waste reduction considerations into County policy, programs, practices and regulations.

Representative Examples of Work

Leads County efforts to advance the County’s adopted goal of 100% clean electricity by 2030 (in partnership with City of Missoula), including developing and tracking implementation plans. Serves as the County’s lead negotiator and technical expert with energy providers (such as NorthWestern Energy) on the Green Power Program and other similar efforts. Leads the development and implementation of the County’s climate change adaptation strategy and planning efforts (Climate Ready Missoula), including maintaining partnerships, coordinating advisory committees, and leading workshops and public meetings. Develops methodologies to assess the viability or success of sustainability initiatives; oversees implementation; and evaluates program efficacy. Collaborates and partners with the City of Missoula, Climate Smart Missoula, and others on building electrification and efficiency programs at the intersection of 100% clean electricity and Climate Ready Missoula. Supports Electrify Missoula and the Missoula County-City of Missoula Heat Pump Water Heater Rebate. Collaborates with Missoula County Ecology and Extension to successfully create a one-stop shop for residents interested in energy conservation, electrification and decarbonization. This will involve implementing the EPA Environmental Justice Government to Government grant in 2024-2027 and helping identify resources to sustain it in the long term. Leads efforts to achieve carbon neutrality in County government operations by 2035, and an interim goal of 30% reduction in greenhouse gas (GHG) emissions by 2025. Oversees climate change mitigation planning and implementation for Missoula County operations, including building efficiency, rooftop solar, and electric vehicles and charging. Oversees updates to GHG emissions inventory for facilities and operations. Serves as the technical authority in the development and interpretation of climate action guidelines and policy. Responsible for incorporating sustainability and climate change considerations into County policy, programs, and regulations. Provides direction and support to departments for integrating sustainability into operations, and guidance to leadership on the County’s stance on specific state and federal legislation, policy, and funding on sustainability, climate change, and waste reduction. Actively engages, establishes and maintains important working relationships with other communities and sustainability programs throughout Montana, as well as national experts and organizations, to pursue collaborative sustainability solutions. Promotes resilient and environmentally sustainable communities by conducting community outreach and education concerning issues of energy, sustainability and climate change resiliency, including responding to media inquiries. Hires, trains and supervises climate action staff.

Minimum Qualifications

  • Requires a Master's degree. Degrees best suited for this position include energy, climate change and sustainability.
  • Requires four years of experience working on climate change and/or clean energy policy.
  • Two years of additional, related experience can be substituted for a Master’s degree.



Physical/Environmental Demands

The work is primarily performed in an office setting. May require travel to rural locations and walking properties with rough, uneven terrain. Work schedule may require attendance at meetings before and after normal work hours.

Excellent Medical Health Benefits– Group health benefits, including dental and vision coverage, are available to eligible County employees. The medical health benefits premium is covered for full-time employees. The County contribution is pro-rated on hours paid for part-time employees. The employee pays the premium portion for dependent coverage. Family health benefits coverage is $258.00 per pay period.

Sick Leave– Full-time employees accrue 7.38hours per month and are eligible to use sick leave once you have been an employee for 90 days.The accrual is pro-rated for part-time employees.

Vacation Leave– Full-time employees accrue 9.24 hours per month and are eligible to use leave after continuous employment for a period of 6 full months. The accrual is pro-rated for part-time employees.

Holidays– The County observes eleven legal holidays in even numbered years and ten legal holidays in odd numbered years.

Paid Parental Leave (PPL)-In recognition of the importance of bonding and care of a newborn child or a child placed for adoption, Missoula County 6 continuous weeks of PPL to eligible full-time employees that have been with the county for 180 days. The hours are pro-rated for part-time employees.
