WAREHOUSE SUPERVISOR - ELECTION OPERATIONS
(Senior Storekeeper)

This position is scheduled for salary increases as follows:
Effective June 28, 2024 - 4.25%
Effective June 27, 2025 - 4.00%

OPEN TO THE PUBLIC
This recruitment will establish an open eligible list that will be used to fill current and future Senior Storekeeper vacancies. The eligible list established may also be used to fill position in similar and/or lower classifications thought the County of Orange.

REGISTRAR OF VOTERS
The County of Orange , Registrar of Voters , a nationally recognized and award-winning agency, is responsible for conducting elections, verifying petitions, and maintaining voter records in the County of Orange, the fifth largest voting jurisdiction in the United States with 1.8 million active registered voters. The department receives funding from the County's General Fund and periodic reimbursement from the federal government, the State of California, and local jurisdictions. The Registrar of Voters' staff includes 56 full-time employees and numerous extra-help employees who support various election-related positions representing the broad spectrum of Orange County's population. The department is responsible for all components of election management.

THE OPPORTUNITY
The Registrar of Voters (ROV) maintains multiple warehouses that stores equipment and supplies in support of election activities throughout the County. ROV is seeking a Warehouse Supervisor (Senior Storekeeper) to oversee and direct mail processing and storeroom functions. This position will work with multiple teams ensuring the proper management of warehouse functions. The job duties include but are not limited to:
  • Creating and supervising multiple extra help teams during election cycles
  • Supervising vote-by-mail ballot sorting, outbound mailing, and opening of inbound mail including Overseeing the staff responsible for a large volume of outgoing and incoming mail using industrial mail processing equipment. Including working with vendors such as USPS and UPS
  • Helping with coordinating staffing and workflow between Vote Center supply production, Vote Center equipment processing, and vote-by-mail sorting
  • Assisting in ordering supplies to maintain stock levels, storing, receiving, and issuing supplies, equipment, tools, and other materials, maintaining inventory records, and interacting with vendors
  • Providing supervision, mentorship, and guidance to the team processing returned ballots through industrial-level mail processing equipment
  • Operating the storage in two warehouses, stocking a variety of supplies necessary to maintain the departments for elections, and printing, including responsibility for multiple off-site voting locations and equipment delivery
  • Managing vendor relationships including obtaining quotes, creating requisitions for supply purchases, submitting orders to multiple vendors using Expeditor, and coordinating with vendors for replacements, credits, discrepancies, and service or repair
  • Overseeing the maintenance of records of items received, and dispensed to particular areas, and ensuring orders are filled and delivered using computer software programs, i.e. Word, Excel, inventory systems, etc.
  • Performing physical inventory multiple times per year and overseeing warehouse staff performing a monthly physical inventory including planning and preparing in advance for the needs of the election process during “non-purchasing” times to ensure healthy inventory levels
  • Working with ROV purchasing/accounting department daily
  • Operating a county vehicle to pick up/deliver parts, supplies, and other miscellaneous products deliver/pick up
  • May perform other job-related duties as needed
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
Candidates must possess two (2) or more years of direct experience in supervising staff engaged in the activities of warehouse logistics, purchasing, inventory control, mail operations, or a related field. This experience must be directly related to the storing and issuance of physical goods.

The ideal candidate will also possess a thorough knowledge of and experience in the following core competencies:

Technical Knowledge | Technical Experience
  • Understanding of the principles of purchasing, logistics, inventory control, and/or warehousing for a variety of supplies, tools, equipment, and other materials
  • Strong computer skills, including a working knowledge of Microsoft Office
  • Familiarity with standard procedures for handling sensitive information, including shipping, handling, storage, and disposal of materials with confidential content
  • Maintaining accurate records of supplies, including tools, equipment, mail pieces, and other materials
  • Understanding of election materials, equipment, and product needs for vote centers
  • Knowledge of safety procedures and requirements
Leadership | Supervision
  • Knowledge of principles and practices of supervision including hiring, training, and evaluation of subordinates
  • Supervising employees engaged in performing a variety of storekeeping duties as well as training and evaluating subordinates
  • Strong leader and team builder with a desire to coach and mentor others
  • Motivating and persuading individuals and team members to achieve unit objectives
  • Providing employees with guidance in handling difficult or complex problems or in resolving escalated complaints or disputes
  • Supervising the work of employees to ensure adherence to quality standards, deadlines, and proper procedures, correcting errors, or problems
  • Ability to achieve results with deadline-driven tasks and assignments
Verbal Communication | Written Communication
  • Communicating effectively and professionally both verbally and in writing
  • Collaborating efficiently with ROV personnel, ROV Purchasing/Accounting department, and outside vendors Ensuring all medical equipment has been calibrated and receives regular maintenance on a quarterly or semi-annual basis
  • Establishing and cultivating effective working relationships with various staff members, vendors, and stakeholders

License Requirement
By date of appointment, candidates must possess a current California driver's license and have a driving record that would enable the employee to use a County vehicle. A clean driving record must be maintained throughout the entire appointment.
