ABOUT THE POSITION

The Zero Waste Department works to develop and implement zero waste programs, administer franchise agreements for collection and processing of municipal solid waste materials, and actively educate the community about the best practices of the 4Rs: Reduce, Reuse, Recycle, and Rot (compost). Under the direction of the Zero Waste Supervisor, this position performs analytical and technical planning and specialized work in support of Castro Valley Sanitary District’s (CVSan’s) Zero Waste Strategic Plan and Communications Plan. The incumbent will:

  • Develop and implement goals, events, contracts, outreach, procedures, grant management, and projects for zero waste programs and CVSan.
  • Lead programming for District customers in support of CVSan’s goal of zero waste, with specific focus on Reduce and Reuse.
  • Represent CVSan in meetings with government and regulatory agencies, contractors, residents, businesses, and professional organizations.
  • Have a thorough knowledge of Senate Bill (SB) 1383 and collaborate externally and internally to meet regulatory requirements, including recordkeeping and reporting.
  • Monitor changes in laws, regulations, and technology that may affect departmental operations; recommend policy and procedural changes as required.

ABOUT CASTRO VALLEY SANITARY DISTRICT
Castro Valley Sanitary District (CVSan) is a small public agency organized under the Health and Safety Code of the State of California. As a California Special District, CVSan has responsibility for the operation and maintenance of the sanitary sewer collection system within the unincorporated community of Castro Valley. The District also is in charge of the administration of a municipal solid waste franchise agreement, the District's 25% interest in a wastewater treatment facility, implementation, and administration of State and local mandated recycling programs, as well as District participation in sub-regional wastewater discharge and solid and hazardous waste management agencies.

Typical Qualifications

QUALIFICATIONS

Education and Experience: Graduation from a four (4) year college or university with major course work in environmental studies, business or public administration, natural science, or a field related to the work and one (1) year of experience developing and implementing solid waste recycling programs or a field providing the required knowledge and skills, preferably in a public agency setting. Experience in developing print media using software such as Adobe Design Suite. Experience in an educational or communications setting is highly desirable.

Licenses and Certifications:

Must possess and keep current a valid California Class C driver’s license and have a satisfactory driving record. Must obtain CPR, AED, and First Aid certificates within a time period specified by CVSan. Must register with the Department of Justice Livescan fingerprinting program.

Other Requirements:

Willingness and ability to work scheduled and additional overtime as needed; attend meetings, conferences, trainings, workshops, and seminars during work and non-work hours as assigned.

Minimum Qualification Assessment - (Pass/Fail) All completed applications and supplemental questionnaires will be reviewed and assessed for each applicant's ability to meet the minimum work experience, training, and education qualifications.

Remote Screen Interview - (100%) Candidates who pass the Minimum Qualification assessment may be invited to a Remote Screen Interview to evaluate training, experience, and other job-related qualifications for the position. Remote Screen Interviews are conducted via a video conference platform and are tentatively scheduled for the week of June 24 and July 1, 2024. Candidates who are most qualified will be invited to a writing exercise.

Writing Exercise - (Pass/Fail) Candidates who pass both the MQ Appraisal and the Remote Screening will be invited to a remote writing exercise. This exercise will evaluate candidates’ knowledge and skills for the position. The writing exercise is tentatively scheduled for the week of July 8, 2024.

Successful candidates will be submitted to the Castro Valley Sanitary District for further consideration and onsite first-round interviews are tentatively scheduled for the week of July 15, 2024. Second-round interviews are tentatively scheduled for the week of July 29, 2024.
