PROJECT MANAGER-FACILITIES

Department: Engineering Services

Pay Grade: 117

FLSA Status: Exempt

Personnel Status: Regular Full-Time

JOB SUMMARY

This position is responsible for the project management of City capital projects. This position reports to the Engineering Services Director/City Engineer.

ESSENTIAL JOB FUNCTIONS
  • Coordinates with the City Engineer and other departments on City capital projects.
  • Reviews construction plans and specifications for City capital projects.
  • Manages City capital projects to ensure compliance with City Standards and Specifications.
  • Manages budget for City capital projects.
  • Performs plan review and various related duties.
  • Performs other related job duties as assigned.

QUALIFICATIONS

Education and Experience:

Bachelor’s degree in building science, Civil Engineering, or closely related field and three (3) to five (5) years’ experience; or an equivalent combination of education and experience.

Special Qualifications:
  • Possession of or ability to readily obtain a Qualified Credential Inspector of Construction Site Stormwater Management within one year of employment.
  • Possession of or ability to readily obtain a valid driver’s license for the type of vehicle or equipment operated. Requirement exists at the time of hire and as a condition of continued employment.

Knowledge, Skills, and Abilities:
  • Knowledge of federal and state agency operating and reimbursement procedures.
  • Knowledge of construction standards, practices, materials, and equipment.
  • Knowledge of survey principles and practices, easement and public right-of-way laws and utility placement and coordination.
  • Knowledge of roadway, water, storm sewer and sanitary sewer construction principles, practices, and techniques.
  • Knowledge of mathematical principles and practices used to calculate pipe slopes, elevations, slope and distance, and vertical curves.
  • Knowledge of basic carpentry, electrical, mechanical, plumbing, and masonry techniques.
  • Knowledge of utility line construction (e.g., water, sewer, storm).
  • Knowledge of local government operations, policies and plans, and modern office practices and procedures.
  • Skill in decision making and problem solving.
  • Skill in preparing and presenting accurate and reliable reports containing findings and recommendations.
  • Skill in effective communication, both orally and in writing.
  • Ability to meet and deal with employees and the public in an effective and courteous manner.
  • Ability to get along with others, and work effectively with the public and co-workers.
  • Ability to deal with confidential and sensitive matters.
  • Ability to use computers for data entry, word processing, and/or accounting purposes.

PHYSICAL DEMANDS

The work is medium work, which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Work is typically performed while intermittently sitting, standing, stooping, crouching, or walking. The employee uses tools or equipment requiring a high degree of dexterity.

WORK ENVIRONMENT

The work is typically performed in various indoor and outdoor environments, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.
