The City of Fort Worth is seeking a highly motivated and experienced Environmental Pretreatment Program Manager to lead our Industrial Pretreatment Program. This role involves overseeing the implementation and management of industrial pretreatment standards to ensure compliance with local, state, and federal regulations. The successful candidate will play a crucial role in protecting the City’s wastewater collection system, wastewater treatment plants, employees and public health. This job works independently, under limited supervision, reporting to the Assistant Water Director of Customer Care. Excellent leadership, communication, and interpersonal skills.

Minimum Qualifications:
  • Bachelor’s degree from an accredited college or university with major course work in environmental science, chemistry, biology or a related field
  • Five (5) years of increasingly responsible environmental management experience
  • Two (2) years of administrative and supervisory responsibility.
  • Valid Driver’s License

Preferred Qualifications:
  • Five (5) or more years previous experience with Industrial Pretreatment program and a master’s degree in environmental science, Environmental Engineering, Chemistry, Biology, or a related field
  • Professional certification Registered Environmental Manager (REM), Certified Pretreatment Program Manager (CPPM) or similar credential
  • Strong understanding of federal, state, and local environmental regulations related to water quality and industrial pretreatment
  • Experience with preparing and administering budgets
  • Knowledge of pretreatment data management systems, laboratory information management systems (LIMS), and/or Customer Information Systems (CIS)
  • LEAN 6 Sigma Training


The Environmental Pretreatment Program Manager job responsibilities include:
  • Program Management: Lead and manage the Industrial Pretreatment Program, including the development, implementation, and enforcement of pretreatment standards and policies.
  • Regulatory Compliance: Ensure compliance with all relevant environmental regulations, including the Clean Water Act, by monitoring and regulating industrial discharges.
  • Inspection and Monitoring: Oversee the inspection and monitoring of industrial facilities to ensure adherence to pretreatment standards including conducting site visits, sample collection, and data analysis.
  • Permitting: Manage the issuance and renewal of permits for industrial dischargers. Review and approve pretreatment plans and reports.
  • Data Management: Maintain accurate records of all program activities, including compliance data, inspection reports, and enforcement actions. Utilize data management systems to track and analyze trends.
  • Outreach and Education: Develop and implement educational programs and outreach initiatives to inform and engage industrial users and the public about pretreatment requirements and best practices.
  • Team Leadership: Supervise a team of environmental professionals to provide guidance, training, and support to ensure effective program operations.
  • Reporting: Prepare and submit required reports to regulatory agencies. Communicate program status, achievements, and challenges to city leadership and stakeholders.
  • Wholesale Customers: Conducts wastewater strength assessments used in the billing process along with providing technical support and program assistance as needed.
