ABOUT THE POSITION

The City of Los Altos is hiring for an Emergency Response Coordinator who is dedicated to ensuring the safety and well-being of Los Altos and Los Altos Hills residents and employees. The primary emphasis of this crucial role will be preparing for and managing emergency situations, requiring strong organizational and communication skills. This position will work very closely with safety commissions and community groups to prepare and coordinate effective response plans during crisis events, making a significant impact on our community's readiness and resilience.

IDEAL CANDIDATE
The ideal candidate will possess comprehensive knowledge of federal, state, and local emergency services organizations and have experience in disaster preparedness for both natural and human-caused incidents, Ideally this candidate will excel in communication, analyzing complex information, and collaborating with diverse groups. This individual should have the necessary skills and knowledge to conduct thorough risk assessments, coordinate training exercise, and maintaining effective communication channels with community members, officials, and internal employees.

The individual in this role understands the importance of providing training and delivering presentations to enhance public awareness and engagement in emergency preparedness. Above all, we seek a dedicated individual who can stay composed under pressure and respond effectively to emergency situations, with the ability to be on call 24/7 if needed.

Examples of Duties

Duties may include, but are not limited to, the following:
  • Maintains the City's Emergency Operations Center (EOC) functionality through resourcing, training, and development of best practices;
  • Maintains EOC equipment and supplies;
  • Schedules regular testing procedures to ensure operational efficiency;
  • Continually reviews new and accepted EOC procedures to keep the EOC current and efficient;
  • Facilitates and/or attends planning meetings with stakeholders to develop comprehensive emergency plans;
  • Prepares and maintains all phases of the City's emergency plan and assures it is in conformance with the State and Federal multi-hazard emergency planning standards and practices;
  • Plans, coordinates, and critiques disaster training exercises to test all elements of the City's emergency plan;
  • Coordinates related trainings for City employees and volunteers, including Standardized Emergency Management System (SEMS) and National Incident Management System (NIMS);
  • Coordinates with regional State and Federal government agencies to establish and maintain effective working relationships, communication, and collaboration related to emergency preparedness and response;
  • Coordinates training for Emergency Management Staff;
  • Administers grants and grant programs to ensure financial accountability;
  • Coordinates Community Emergency Response Team (CERT) in the community; conducts after action reports to identify areas of strength and areas for improvement;
  • Assists with the development of materials to distribute to the public;
  • Speaks to civic groups, clubs, and organizations to promote emergency services programs encouraging public understanding and support;
  • Monitors regional trends and ensures that Department and City personnel are aware and prepared to respond to any potential risks to life and safety;
  • Serves in the Emergency Operations Center during EOC activations;
  • Performs other duties as required.


Minimum Qualifications

Sufficient education, training and/or work experience to demonstrate possession of the following knowledge and skills, which would typically be acquired through:

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience :
  • Two years of responsible professional experience planning, managing, or organizing disaster relief, emergencies, and civil defense, either in an office of emergency services or in the police, fire protection, emergency medical or other related field. Relevant 2 years of educational experience will be considered as a substitute for 1 year of experience.

Education :
  • Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in emergency management, business administration, public administration or related field is desired,

License and Certificate
  • Possession of a valid California Class C Driver License may be required at the time of appointment.

Highly Desired Training and Certificates:
  • Incident Command System (ICS) course work in ICS 100, 200, 300, 400, IS 700 & 800
  • FEMA or Office of Emergency Services (OES) Master Exercise Program Practitioner training
  • Certificate of Emergency Management or its equivalent, issued by the International Association of Emergency Managers, or a comparable recognized management association.
Knowledge of :
  • Federal, state, and local emergency services organizations, programs, and objectives;
  • Principles of staff training, development and public education;
  • Issues related to Emergency Preparedness for natural and human caused disasters, such as earthquakes, hazardous materials, civil defense, and floods;
  • Principles, practices, methods and techniques of modern disaster response including the use of Standardized Emergency Management System (SEMS), Operational Area Satellite Information System (OASIS), State Resource Information Management System (RIMS), Geographic Information System (GIS), Hazards US (HAZUS), the National Incident Management System (NIMS) and the Incident Command System (ICS).
  • Principles and practices of emergency response planning, training and management.
  • Emergency services and communications systems, equipment and procedures utilized in staffing and coordinating activities within an emergency operations center.
  • Conditions leading to major emergencies, their effects, mitigation, response lines, lines of authority, resource requirements, damage assessment, recovery methods and safety and survival procedures.
  • Federal, state and local laws, codes, ordinances related to emergency planning and operations.
  • Methods and techniques of developing and presenting technical documentation and training materials.
  • Administrative principles and practices including the preparation of policies and procedures.
Ability to:
  • Understand, interpret, apply and explain complex local, state and federal rules and regulations governing emergency preparedness.
  • Train and facilitate others in policies and procedures related to the work.
  • On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.
  • On a continuous basis sit at desk for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone and write or use a keyboard to communicate through written means; and lift or carry weight of 10 pounds or less.

  • Direct an emergency response program involving a variety of agencies and departments, volunteer groups, businesses and community service organizations.
  • Use sound judgment in recognizing scope of authority.
  • Operate and use modern office equipment including computers and applicable software.
  • Maintain regular attendance and adhere to prescribed work schedule to conduct job responsibilities.
  • Relevant local, State, and Federal laws, rules and regulations related to area of assignment.
