What You'll Be Doing

Wake County Tax Administration is looking for a Collection Manager to join our team. As a Collection Manager, you will enjoy competitive pay, excellent benefits and lead a team that focuses its work in the most fiscally responsible, customer focused and service driven approach possible. This opening is anticipation of the retirement of Wake County’s seasoned tax collector. It’s an exciting opportunity with big shoes to fill and you’ll be able to shadow their work before you take over the role. Wake County has one of the highest, if not the highest property tax collection rate in the State - our collection rate for FY 2023 was 99.93%. We processed almost 463,000 transactions and collected over $1.8 billion in county, municipal, special district and gross receipts taxes.

As a Collection Manager you will:
  • Oversee the daily duties of tax agents specializing in property tax collection
  • Specialize in supervising the detail work necessary for certifications, bankruptcy, in rem foreclosure and other forced collections
  • Be the point of contact for management of collections received via County’s lockbox and electronic lockbox vendors
  • Work with other managers to oversee call center operations
  • Hire, mentor and coach tax agents
  • Assist in implementing the employee performance management cycle
  • Identify and implement, if necessary, changes to business processes
  • Work collaboratively with other collection manager and provide backup supervisory support for gross receipts (prepared food and beverage, rental vehicles, lodging or room occupancy and heavy equipment rental), special assessments and our front facing counter staff
  • Assist in developing requests for proposals and managing contracts
  • Aid Tax Administrator and Deputy Tax Administrator with special projects or external inquiries as needed

This position will have an opportunity to work on a hybrid schedule of in-office and remote work.

The Basics (Required Education and Experience)

  • Bachelor's degree in Accounting, Business Administration or related field
  • Four years of experience in accounting or appraisal
  • North Carolina Department of Revenue - Personal Property Appraiser II within 1 year of employment
  • Equivalent education and experience are accepted

Beyond the Basics (Preferred Education and Experience)

  • Four years of management experience working in an urban government setting
  • Comprehensive knowledge of the principles and practices of local government taxation and of the North Carolina Machinery Act, specifically property tax collection
  • Advanced property appraisal knowledge
  • Extensive experience with billing and collection software
  • Robust data extraction and analysis skills
  • Significant experience with report generation and distribution
