Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year butcan be extended.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Supplemental Questionnaire will result in disqualification.

THE AGENCY

The Alameda County Community Development Agency's mission is to enhance the quality of life of Alameda County residents and plan for the future well-being of the County's diverse communities; to balance the physical, economic and social needs of County residents through land use planning, environmental management, neighborhood improvement, and community development, and to promote and protect agriculture, the environment, economic vitality and human health.

The Community Development Agency houses the following departments: Planning Department, Housing and Community Development, Agriculture Weights and Measures, Healthy Homes Department, and Economic and Civic Development Department.

THE POSITION

Under close supervision, incumbents in this class are responsible for conferring with, advising and assisting property owners in programs for the promotion of healthy housing principles and physical rehabilitation or minor home repair of structures and performing related duties as required.

MINIMUM QUALIFICATIONS

Either I :

Experience :

The equivalent of one-year full-time experience as a Healthy Housing Rehabilitation Technician in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II :

Experience :

The equivalent of two years’ full-time experience in residential or commercial rehabilitation inspection, architecture, engineering or a closely related field; or the equivalent of two years’ full-time journey-level skilled trades experience.

Possession of a certificate in construction inspection, or completion of 60 college semester or 90 quarter units from an accredited college in construction inspection, architecture, engineering or a closely related field may be substituted for the two years of required experience.

Special Requirement :

Within two years of employment in this classification, employee must obtain all appropriate Lead Certifications from the California Department of Health Services.

License :

Possession of a valid California Motor Vehicle Operator’s Class C license is required.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of :

  • Building construction methods and materials.
  • Municipal housing, building, zoning, plumbing, electrical and related codes and ordinances.
  • Estimating procedures.
  • Construction contracting law and procedures.


Ability to :

  • Estimate material and labor costs of repairing deficient housing structures.
  • Read and understand various building specifications and related documents.
  • Effectively communicate orally and in writing.
  • Effectively communicate with interpersonal sensitivity.
  • Analyze and problem solve.
  • Make decisions and exercise judgment.
  • Plan and organize work.
  • Learn basic word processing, spreadsheet, presentation and database software.
  • Lift up to 25 pounds safely.
  • Climb ladders or steps to reach objects.
  • Work from scaffolds at various heights, within reason, to perform work.
  • Travel across rough, uneven or rocky surfaces.
  • Work in a variety of weather conditions with exposure to the outdoor elements.
  • Have dexterity sufficient to handle simple, basic hand tools.
  • Drive safely and skillfully.
  • Conduct inspections in areas inhabited by domestic animals and pests.


EXAMINATION COMPONENTS

The examination will consist of the following steps:
A review of the applicants’ application and supplemental questionnaire to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. A review of candidates' supplemental questionnaire to select the best qualified candidates to continue in the process. Those candidates considered the best qualified will move on to the final step of the examination process. An oral examinationweighted as 100% of the candidate's final examination score. The oral interview will be administered virtually and may contain situational exercises.
