THE POSITION: Under general direction, performs work as a first-line supervisor requiring specialized skills to secure compliance with zoning regulations and including but not limited to the Municipal Building Codes, California Building Codes, California Mechanical Codes, California Plumbing Codes, and the California Electrical Codes. Work involves supervision and training of subordinates; establishing rapport with other agencies, City departments, etc.; assisting in the development of policies and procedures; and recommending revisions to ordinances and codes. Employees in this class intervene in the more difficult and complex construction projects and exercise discretionary authority to bring matters to resolution. Incumbents have citation authority as well. Performs other work as required.

Representative Duties

REPRESENTATIVE DUTIES : The following typical tasks and responsibilities are representative of all positions in the class. They are descriptive, not limiting. Essential Duties: Supervises the Building Inspection Section; Schedules and assigns inspection requests and building inspection staff; Supervises the inspection process to ensure the construction process is in compliance with zoning regulations and Municipal Building Codes; Ensures that all inspections are completed with proper documentation and follow-up; Issues stop work orders and citations when appropriate; Presents evidence in legal proceedings; Evaluates employee performance and administers progressive discipline; Assists in the development and presentation of training programs; Recommends revisions to ordinances and codes; Assists in the development of policies and procedures; Analyzes complex construction projects and recommends effective solutions to problems that may exist; Deals with contractors, architects, engineers, property owners and other agencies in a tactful and productive manner; Assists the Fire Marshal in the investigation of fire-damaged structures; prepares reports; Assists in the preparation and administration of the division budget; And utilizes a personal or mainframe computer; May be required to make Municipal Code inspections; May be required to handle code enforcement issues; Performs other work as required.

Minimum Qualifications

Applications will be accepted only from those applicants who clearly demonstrate on the COMPLETED City application, Supplemental Questionnaire, Certifications/Transcripts, and Resume that they possess the minimum qualifications which include:
  • Graduated from an accredited college or university with an Associate's Degree in a related field; AND
  • Successful completion of an acceptable course in building codes; AND
  • Six (6) years of journey-level experience in building inspection, building construction (electrical, plumbing, carpentry or mechanical) architecture, design, plan permitting, code enforcement or related field, including at least two (2) years as a Building Inspector II or a Code Enforcement Officer II.
  • An equivalent combination of education, training, certification and experience which provides the capabilities to perform the described duties.

Licenses, Certificates and Special Requirements:
  • Possession of a valid California Class "C" Driver's License.
  • Possession of a valid International Code Council (ICC) or International Conference of Building Officials (ICBO) Building Inspector Certificate AND one (1) valid certificate related to building inspection, as approved by the Building Director. Incumbents in this job classification must maintain the required certificates for the entire term of employment.

Examination (Weighted: 100%)

( Weighted 100%): The method of examination may include one or more of the following: written exam; oral exam; evaluation of education, training, experience, or other qualifications as shown by the Application; or by other information submitted, or by the record; questionnaires submitted to references; or any other appropriate measure of fitness. A minimum passing score of 70% is required. NOTE: Admission to the Examination may be limited to those applicants who demonstrate the best combination of qualifications. Applicants possessing the minimum qualifications are not guaranteed admittance to the Exam. VACATION: Accrual rate is determined by bargaining unit.
1-4 years of service: 10 days per year.
5-13 years of service: 15 days per year.
14+ years of service: 20 days per year.

VACATION - FIRE SAFETY SHIFT PERSONNEL ONLY:
1-4 years of service: 4.68 (24-hr. duty shifts)
5-15 years of service: 7.02 (24-hr. duty shifts)
16+ years of service: 9.36 (24-hr. duty shifts)

HOLIDAYS: 13 paid holidays per year.

SICK LEAVE: Earned at the rate of one working day per month of service to a maximum of 120 days; portions therafter may be convertible.

ADMINISTRATIVE LEAVE: 10 days per year for General Supervisory and Management employees.

INSURANCE: The City and the employee share contributions for premiums for health insurance coverage. The City provides life insurance benefits based on bargaining unit. Visit the City's Employee Benefit website for detailed information (rates and plan information).

RETIREMENT: Benefits are provided by the City's participation in the Public Employee's Retirement System (PERS). 2% @ 62 for new hire Miscellaneous and 2.7% @ 57 for Safety (Fire & Police). Visit the City's Retirement websitefor additional information.
