ABOUT THE POSITION This position will report to Alicia Lizarraga, Senior Public Affairs Manager,. The Senior Public Affairs Specialist will participate in the development and coordination of public information related to South Coast AQMD program activities, policies, rules, and regulations and serve as a liaison for South Coast AQMD with the general public, public agencies, and business communities. PLEASE NOTE: Depending on the operational needs of the department, this position may require attendance at evening and weekend meetings or events. CLASSIFICATION STANDARDS: This class is also distinguished from the Public Affairs Specialist class by the degree of responsibility for the development and implementation of comprehensive media liaison or public information, public participation, and community liaison programs. EXAMPLE OF DUTIES In general, the Senior Public Affairs Specialist may perform the following duties: Supervises and coordinates the activities of the Advertising, Outreach, Publications, Notification, Small Business, or Public Information sections of the Public Advisor's Office. Acts as media liaison, responding to media inquiries on subjects relating to South Coast AQMD's activities; prepares press releases or arranges press conferences on such subjects as public hearings, rule and legislative changes, and announcements of air quality conditions. Coordinates and reviews the work plan for an assigned section; meets with staff to identify and resolve problems; assigns work activities and projects; monitors workflow; reviews and evaluates work products, methods, and procedures. Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for providing assigned services; implements policies and procedures. Prepares and reviews draft correspondence in reply to inquiries, general complaints, and suggestions relative to South Coast AQMD's programs and activities; consults with other professional and technical staff members for pertinent facts and information. Assists small business in applying for Permits to Operate and Variances from South Coast AQMD Rules and Regulations; develops and maintains a data base on the economic impact and cost-effectiveness of South Coast AQMD rules on small business, which includes providing information on low-cost financing for control equipment. Supervises and participates in agency-wide public information, public participation, and community liaison programs in order to advise and disseminate information to the general public, school districts, public agencies, small business, and private organizations on South Coast AQMD programs, activities, regulations, and administrative proceedings. Writes and edits various South Coast AQMD publications, such as brochures, fact sheets, pamphlets, and newsletters for distribution to the public, employees, private organizations, and small businesses. Participates in the selection of assigned staff; provides or coordinates staff training; works with employees to correct performance deficiencies; implements discipline procedures. Speaks at presentations, such as workshops, panel discussions, fairs, and other similar events, tailoring information to the subject and particular audience. Plans, designs, and arranges for the production of posters, signs, exhibits, and displays, and arranges exhibits at meetings, workshops, and other community and civic programs. Identifies, creates, and places communications targeted to key audiences, including speeches, speech reprints, testimony, videos, slideshows, and mobile exhibits; writes speeches for South Coast AQMD senior management staff and Board members; researches material for use in speeches; analyzes emerging issues. Designs and presents South Coast AQMD films, slide shows, and other audio-visual programs, and operates related equipment. The Position The Bureau of Environmental Services (BES) is seeking a Wastewater Operator II to join our dynamic team of highly qualified people to perform journey-level work in the operation and routine maintenance of a large, activated sludge, wastewater treatment plant. The Wastewater Operator II maintains established water quality standards through the effective operation of all equipment involved in the treatment process including operating, monitoring and controlling a vast network of pumps, conveyers, air and chemical systems; makes operational decisions including pumping rates and dosage adjustments, while working in one of six work units, which provide 24-hour coverage, 7-days per week. The Wastewater Operator II maintains accurate records, performs standard laboratory tests and identifies equipment failures and maintenance needs. What you will get to do: Ensures proper operation and control of assigned process area; operates equipment of the wastewater treatment plant such as pumps, bar screens, clarifiers, boilers, digester's, sludge pumps, blowers, aerators, disinfection systems, control panels, sludge thickening and sludge de-watering equipment; monitors equipment controls and takes corrective action to ensure effective equipment operation. Operates, monitors and controls a vast network of pumps, bar screens, conveyers, grit, air and chemical systems. Makes operational decisions including pumping rates and dosage adjustments, and whether to bring equipment on-line or take it off-line. Operates, monitors, controls and adjusts dewatering and thickening equipment; performs lab tests on biosolids and makes adjustments for efficient output and chemical polymer use; keeps and maintains accurate records of process and lab results to ensure sample protocol and regulatory requirements. Operates, monitors, controls, and determines flow rates and process strategies; performs mixed liquor and total suspended solids content tests and monitors temperatures and aeration needs of the system. The Position The Bureau of Environmental Services (BES) is seeking a Wastewater Operator II to join our dynamic team of highly qualified people to perform journey-level work in the operation and routine maintenance of a large, activated sludge, wastewater treatment plant. The Wastewater Operator II maintains established water quality standards through the effective operation of all equipment involved in the treatment process including operating, monitoring and controlling a vast network of pumps, conveyers, air and chemical systems; makes operational decisions including pumping rates and dosage adjustments, while working in one of six work units, which provide 24-hour coverage, 7-days per week. The Wastewater Operator II maintains accurate records, performs standard laboratory tests and identifies equipment failures and maintenance needs. What you will get to do: Ensures proper operation and control of assigned process area; operates equipment of the wastewater treatment plant such as pumps, bar screens, clarifiers, boilers, digester's, sludge pumps, blowers, aerators, disinfection systems, control panels, sludge thickening and sludge de-watering equipment; monitors equipment controls and takes corrective action to ensure effective equipment operation. Operates, monitors and controls a vast network of pumps, bar screens, conveyers, grit, air and chemical systems. Makes operational decisions including pumping rates and dosage adjustments, and whether to bring equipment on-line or take it off-line. Trouble shoots equipment failures and identifies maintenance needs. Coordinates maintenance and repairs with other work groups. Operates, monitors and controls primary and secondary digesters, classifiers and transfer pumps, including gas boilers. Operates and monitors plant processes using a SCADA network, which includes remote monitoring and communication, as well as communications with and between the Tryon Creek Wastewater Treatment Plant, the City of Portland's collection system, headworks, secondary and influent flows, peak-flow gates, hypochlorite facility, sewage pumps, aeration basins, and aeration blowers; and provides constant monitoring of disinfection dosing and oxygen levels. Operates, monitors, controls and adjusts dewatering and thickening equipment; performs lab tests on biosolids and makes adjustments for efficient output and chemical polymer use; keeps and maintains accurate records of process and lab results to ensure sample protocol and regulatory requirements. Operates, monitors, controls, and determines flow rates and process strategies; performs mixed liquor and total suspended solids content tests and monitors temperatures and aeration needs of the system. Operates, monitors, controls, and adjusts digester feed pump station, diesel dredges and an internal recycle pump station; oversees lagoon system including ground and dredge maintenance. Responds to and handles emergency situations; provides essential services for treatment plant weather related or other emergencies. Communicates effectively Performs related duties as assigned. Work Location The position works at either the Columbia Blvd. Wastewater Treatment Plant located at 5001 N Columbia Blvd. in Portland, OR, or the Tryon Creek Wastewater Treatment Plant located at 195 Foothills Rd. in Lake Oswego, OR dependent on the annual Wastewater Operator seniority bid results. To Qualify Applicants must specifically address and demonstrate in their supplemental question responses and resume/work history how their education, training and/or experience, meets each of the following minimum qualifications 1. Knowledge of wastewater treatment processes including the operation of process control equipment, trouble-shooting techniques, and laboratory procedures. 2. Ability to maintain operational processes and procedures independently in wastewater treatment. 3. Skill in the safe use of tools, power equipment, and specialized process related equipment. Applicants must also possess: A valid state driver's license and acceptable driving record at the time of hire. Ability to obtain medical certification of respirator readiness and the absence of any physical characteristic that prevents rapid attainment of a tight seal between face and self-contained breathing apparatus requiring Wastewater Operators II to be clean-shaven.
